A lo largo del siglo XX se ha producido un renovado interés entre politólogos, sociólogos e historiadores por el papel y funciones de la sociedad civil en la democracia y en la defensa de los derechos humanos y de los ciudadanos. Por otra parte, desde la Segunda Guerra Mundial, o más exactamente desde 1950, empieza a contemplarse, (en un principio dentro de la criminología y después rebasando este marco) a las víctimas como sujeto digno de atención política, social y científica, surgiendo a partir de aquí la Victimología como campo de estudio propio. Esta tesis se preocupa del lugar potencial que corresponde al Estado y a la sociedad civil, respectivamente, en la movilización y protección de las víctimas y de quienes tienen la posibilidad de convertirse en tales (testigos amenazados) a partir de un caso concreto: Centrándose en la experiencia brasileña, se investigan la operatividad, la procedencia y las razones de fondo por las que las organizaciones de ciudadanos fueron llamadas a asumir grandes responsabilidades en el Programa del Gobierno Federal, implementado por la Secretaría Especial de los Derechos Humanos, para la Protección a Víctimas y Testigos Amenazados (PROVITA). Dicho Programa (a partir de la Ley Federal nº. 9.807/99) descarga en buena medida al Estado de una tarea que en principio le compete, en cuanto garante del derecho de seguridad de los ciudadanos, mediante la descentralización de las actuaciones de protección, la implicación de las instituciones estatales y no gubernamentales en el Consejo Deliberativo del Programa y la asociación al mismo de ONGs comprometidas con la defensa de los derechos humanos para asistir a los testigos protegidos. Se concluye en la tesis que el Programa brasileño PROVITA muestra cierto desgaste y que se registra una demanda vigorosa y creciente de mayor intervención policial y estatal, que debería ser atendida por la Administración Pública. Al margen de cuestiones deontológicas, o de la posición teórica o ideológica en torno al lugar y función de la sociedad civil en la democracia participativa, desgraciadamente la desconfianza en la operatividad de las políticas estatales de seguridad mantiene sin embargo abierto el debate acerca de la eficacia que tendría hoy en Brasil sustituir a las ONGs por fuerzas de seguridad estatales.

Este volumen titulado "Hacer teología frente al abuso sexual" surge como resultado de un "laboratorio teológico" promovido por el Centro para la Protección Infantil y la Ética Teológica Católica en la Iglesia Mundial (CTEWC).
