What does it mean to be 'stateless' in the modern postcolonial context? This fascinating study addresses this complex question through the case of the Chakma refugees in Arunachal Pradesh. The largely neglected social history of the ethnic Buddhist Chakmas, whose homeland is the Chittagong Hill Tracts (in the present day Bangladesh), carries the multiple imprints of partition, dominant development paradigm and religious persecution. As refugees in the strategically sensitive and disputed territory of Arunachal Pradesh in India's Northeast, they are locked in an intractable conflict over land and resources with the indigenous Arunachalis, themselves marginalized and alienated from the rest of the country.Setting a new dimension in refugee studies, the arguments in this book are developed on the framework of oral narratives, incorporating the self perceptions of both the Chakmas as well as the Arunachalis who host them. The book critically analyses national and international official documents and policy statements and demonstrates the absence of legal-institutional and legislative structures to address the concerns of refugees. It throws into relief the sharp contestations over nationalism, citizenship and ethnicity in South Asia, both at the level of political movements and academic discourse. It sheds new light on the outcomes of partition, boundary making and state formation, as well as dominant development models by examining the everyday experiences of these communities.This book will be a useful resource for scholars and students of politics, international relations, sociology, anthropology and history. This book examines forced migration of two refugees groups in South Asia. The author discusses the claims of “belonging” of refugees, and asserts that in practice “belonging” can extend beyond the state-centric understanding of membership in South Asian states. She addresses two sets of interrelated questions: what factors determine whether refugees are relocated to their home countries in South Asia, and why do some repatriated groups re-integrate more successfully than others in “post-peace” South Asian states? This book answers these questions through a study of refugees from Sri Lanka and Bangladesh who sought asylum in India and were later relocated to their countries of origin. Since postcolonial societies have a typical kind of state-formation, in South Asia’s case this has profoundly shaped questions of belonging and membership. The debate tends to focus on citizenship, making it a benchmark to demarcate inclusion and exclusion in South Asian states. In addition to qualitative analysis, this book includes narratives of Sri Lankan and Chakma refugees in post-conflict and post-peace Sri Lanka and Bangladesh respectively, and critiques the impact of macro policies from the bottom up.

From March 1, 1966 when the Mizo National Front declared independence, to June 30, 1986 when a Memorandum of Understanding was signed between the MNF and the Indian Government, the peace-loving Mizo people were caught in the midst of a devastating war. Records of this twenty-year period are rare, as the very keeping of written accounts was considered a crime against the government. The Mizo Hills was a district in India’s state of Assam and the Assam Legislative Assembly Debates from 1966 to 1972 are one of the few official records available of the period. Members of the Assembly bring to light significant events during the course of the insurgency, including India’s only aerial attack against its own citizens on March 5, 1966 and the re-settlement of eighty percent of the Mizo Hills’ population, reminiscent of South Vietnam’s Agrovilles. The book traces the twenty-year movement through these debates, supplementing them with notes on the course of events gleaned through extensive research leading up to the creation of the state of Mizoram in 1986. The Mizo Peace Accord remains one of the most successful accords in the world and Mizoram one of the most peaceful states in India.
