Does the proliferation of post-atrocity remedies over the past 25-plus years—the human rights movement, reparations and other justice schemes, and memorials and counter-memorials—suggest promising alternatives to retributive criminal proceedings? Or does it mean that very little so far is working? This collection of essays, written by scholars with ties to Bangladesh, Bulgaria, Canada, Ghana, Indonesia, Iraq, and the United States, argues that a new post-atrocity framework is taking root. In search for a more reliably favorable post-atrocity succession, the volume’s contributors weigh the merits of practices circumventing the state, whose anemic performance has failed to manage large-scale violence and restore confidence in social stability and security. This ascendant phase includes citizen activism, historical dialogues, and witnesses’ accounts. Into the breach where state actors prevailed, citizens “from below” are seizing opportunities for independent intervention. This book examines approaches to reconciliation and peacebuilding in settler colonial, post-conflict, and divided societies. In contrast to current literature, this book provides a broader assessment of reconciliation and conflict transformation by applying a distinctive ‘multi-level’ approach. The analysis provides a unique intervention in the field, one that significantly complicates received notions of reconciliation and transitional justice, and considers conflict transformation across the constitutional, institutional, and relational levels of society. Drawing on extensive fieldwork in South Africa, Northern Ireland, Australia, and Guatemala, the work presents an interdisciplinary study of the complex political challenges facing societies attempting to transition either from violence and authoritarianism to peace and democracy, or from colonialism to post-colonialism. Informed by theories of agonistic democracy, the book conceives of reconciliation as a process that is deeply political, and that prioritises the capacity to retain and develop democratic political contest in societies that have, in other ways, been able to resolve their conflicts. The cases considered suggest that reconciliation is most likely an open-ended process rather than a goal — a process that requires divided societies to pay ongoing attention to reconciliatory efforts at all levels, long after the eyes of the world have moved on from countries where the work of reconciliation is thought to be finished. This book will be of great interest to students of reconciliation, conflict transformation, peacebuilding, transitional justice and IR in general.

This book aims to understand the processes and outcomes that arise from frictional encounters in peacebuilding, when global and local forces meet. Building a sustainable peace after violent conflict is a process that entails competing ideas, political contestation and transformation of power relations. This volume develops the concept of ‘friction’ to better analyse the interplay between global ideas, actors, and practices, and their local counterparts. The chapters examine efforts undertaken to promote sustainable peace in a variety of locations, such as Cambodia, Sri Lanka, Afghanistan, and Sierra Leone. These case analyses provide a nuanced understanding not simply of local processes, or of the hybrid or mixed agencies, ideas, and processes that are generated, but of the complex interactions that unfold between all of these elements in the context of peacebuilding intervention. The analyses demonstrate how the ambivalent relationship between global and local actors leads to unintended and sometimes counterproductive results of peacebuilding interventions. Is violent conflict inevitable? What is it in our social nature that makes us conduct wars, genocides and persecutions? Technology has revolutionized many aspects of modern life, from how businesses operate, to how people get information, to how countries wage war. Certain technologies in particular, including not only cell phones and the Internet but also satellites, drones, and sensors of various kinds, are transforming the work of mitigating conflict and building peaceful societies. Rapid increases in the capabilities and availability of digital technologies have put powerful communications devices in the hands of most of the world's population. These technologies enable one-to-one and one-to-many flows of information, connecting people in conflict settings to individuals and groups outside those settings and, conversely, linking humanitarian organizations to people threatened by violence. Communications within groups have also intensified and diversified as the group members use new technologies to exchange text, images, video, and audio. Monitoring and analysis of the flow and content of this information can yield insights into how violence can be prevented or mitigated. In this way technologies and the resulting information can be used to detect and analyze, or sense, impending conflict or developments in ongoing conflict. On October 11, 2012, the National Academy of Engineering (NAE) and the United States Institute of Peace (USIP) held a workshop in Washington, DC, to identify "major opportunities and impediments to providing better real-time information to actors directly involved in situations that could lead to deadly violence." The workshop brought together experts in technology, experts in peacebuilding, and people who have worked at the intersections of those two fields on the applications of technology in conflict settings, to consider uses of technology to sense emerging and ongoing conflicts and provide information and analyses that can be used to prevent violent and deadly conflict.
