The main part of this volume is composed of papers commissioned for the Energy Pricing Policy Workshop held at Bangkok from 8 to 11 May 1984, co-ordinated by the U nited Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the Resource Systems Institute of the East-West Center. The Workshop, which involved high-level policy planners was financially sponsored by several from several Asian developing countries, organizations: the ESCAP Regional Energy Development Programme funded by the United Nations Development Programme; the European Economic Community; the International Labour Organisation; and the International Development Research Centre. Publication of these papers has been supported by funds from the European Economic Community and the United States Agency for International Development. Preparation of the manuscripts for publication was undertaken at the East-West Center, through contribution in kind at the professional, editorial, and support staff levels. out of discussions at the Eighth Session of the The Workshop developed ESCAP Committee on Natural Resources, 27 October to 2 November 1981, where questions on resource pricing in general (as related to energy resources) and sectoral pricing policies for end-users were discussed in the context of demand management. It was recognized that, although much work had been done in the area, policy makers could seldorn obtain analytically supported, yet realistic, guidance concerning energy pricing questions. The emphasis of the Workshop was, therefore, on policy decision-making, and the application of theory to policy formulation in the energy pricing area.

Heavily dependent on imported energy sources, significant subsidies on fossil fuels present a heavy burden on public finances in Thailand. This study measures the size of fossil fuel subsidies such as tax breaks for diesel and natural gas, market price support for natural gas for vehicles, and free electricity for low-income consumers as well as the potential economic, energy, and environmental impacts of reducing them. With adequate reallocation of subsidy savings, the short-term adverse impacts of subsidy reform are shown to turn positive in the long term as households and industry respond to changing market realities by adjusting energy demand, supply, and production capacity. The study offers policy advice for sustainable energy use to help guide Thailand's reform strategies.

This paper analyzes the distributional impacts of inflation in Thailand. For that aim, the paper uses rich micro-survey data on 46,000 Thai households to study the effect of the recent elevated inflation on poverty, its distributional effects on different income levels, and the fiscal cost to compensate households from real income losses. To study the multidimensional impact of inflation, the paper also studies how inflation differentially affects households through the consumption, income, and wealth channel. The analysis shows that under a baseline scenario, poverty in Thailand could increase by 1.3 percentage points—about 900,000 people—in the absence of government intervention. Targeted fiscal support to only compensate households that are below the national poverty line from rising inflation amount to 0.05 percent of GDP. However, fiscal support to compensate relatively rich households, defined as those above the median of the income distribution, amount to 1.4 percent of GDP. Moreover, due to high levels of debt, richer households benefit from inflation relative to poorer households. Finally, the paper also delves into policy responses undertaken by the Thai government and Asian and emerging economies to mitigate elevated inflation.

Climate change is a global concern of special relevance to Southeast Asia, a region that is both vulnerable to the effects of climate change and a rapidly increasing emitter of greenhouse gases (GHGs). This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.
