Abstract: Abstract of Dissertation titled Municipal Solid Waste Management and Recycling: A Comparison of Hong Kong and Beijing submitted by Cheng Choi Yu for the Degree of Master of Arts at The University of Hong Kong in June 2003 Proper management of municipal solid waste (MSW) is an integral part of any upgrading of environmental quality. In this research, the MSW management and recycling systems of Hong Kong and Beijing are discussed and compared. Although these two cities have different political, economic, social and cultural background, they share both differences and similarities in MSW management systems, including waste generation, collection, treatment, disposal and recycling. Generally speaking, the MSW management in Hong Kong is better, more advanced and comprehensive than that of Beijing. Landfilling is the only method for waste disposal in Hong Kong. However, it is not a sustainable way as there is the problem of scarcity of land for transferring into landfill sites. Thus, Hong Kong is facing the urgent need in finding a sustainable waste management method for solving this problem. This study shows that the Hong Kong SAR government is trying to adopt the waste hierarchy in which waste recovery and reduction have been paid much more attention and effort than ever before. In the case of Beijing, the hygiene and pollution are still the main problems in its MSW management. Also, waste recovery and recycling are not actively promoted by the government. Therefore, its recycling rate is low. As the waste generation is increasing rapidly which corresponds with economic growth, and its trend is quite similar to those of Hong Kong, the Beijing government can therefore draw on the experience of Hong Kong so that it can regulate its MSW management in a more sustainable manner.
