The ’Golden Age' of the welfare state in Europe was characterised by a strengthening of social rights as citizens became increasingly protected through the collective provision of income security and social services. The oil crisis, inflation and high unemployment of the 1970s largely saw the end of welfare expansion with critical voices claiming the welfare state had created an unbalanced focus on the social rights of individuals, above their responsibilities as citizens. During the 1980s many western countries developed contractual modes of thinking and regulation within welfare policy. Contractualism has proved a significant organising principle for public reforms in general, and for social policy reforms in particular as it embraces both a way of justifying certain welfare policies and of constructing specific socio-legal policy instruments. Engaging with both the critique of the welfare state and the subsequent policy responses, expert contributors in this book examine contractualism as a discourse, comprising principles and justifying ideas, and as a legal and social practice. Covering the international debate on conditionality they discuss European experiences with active social citizenship ideas and contractualism providing individual case studies and comparisons from a wide range of European countries.

A central task of the welfare state is to figure out who is entitled to social service and who is not. The political consensus about eligibility to welfare and what makes up the 'truly' deserving is debated in many welfare states including the US, Germany and Scandinavia. In general the debate has been undergoing a trend to neoliberal thinking along with tightening the criteria for social aid. Literature on this subject typically raises the question as a matter of judging 'deservingness': Who deserves a social service and based on what criteria? I claim that the answer to these questions has to be found empirically at the level where street bureaucrats meet the citizens as the locus where the categories, the judgments and the decisions over eligibility are finally made. The paper suggests an alternative way to think about deservingness, returning to the basic Durkheimian concept of solidarity. In order to clarify what is meant by solidarity, I construct a theoretical reflection on solidarity prior to the empirical conceptualizing. The paper asks how categories of assistance-seeking citizens are constructed to distinguish between those with rights to public support and those without them, and how assistance-seeking citizens are then allocated into these categories. The research for the analysis is based on 24 in-depth interviews of social workers, who administer unemployment and sick-leave policy in Danish municipalities. I presented social workers with hypothetical client vignettes and asked them to evaluate them. I used the vignettes as a method to compare social workers' reactions towards their clients, and to analyze differences in empathy and in modes of argumentation for evaluation. On the basis of these data, the paper presents a changing concept of solidarity and discusses it in relation to mechanical and organic solidarity.

This book examines the transformation of contemporary social democracy through the concept of "third way" reforms. It proposes a set of theories about the possibility for continuing social democratic ideological adaptation, for ideologies to overcome institutional constraints in triggering path-breaking innovations, and for social democracy to bridge the insider-outsider divide. Empirically, the book utilizes these theories to account for social democratic welfare state and labor market reforms in nine OECD countries after the end of the Golden Age. Based on the logic of "public evils," the book proposes that the ideologically contested nature of institutions provides incentives for institutional innovation. Social democratic ideology shapes the fundamental characteristics and content of the third way policy paradigm, and the paradigm's practical implementation continues to be path-dependent on historical institutional settings.
