The government of Georgia moved forcefully to counter the economic impact of the August 2008 conflict with Russia and global financial crisis. Monetary and prudential policy easing was, however, unable to prevent a sharp credit squeeze. The economy is recovering at a solid pace, with real GDP growth expected to exceed 6 percent in 2010. To reduce exposure to changes in external market conditions, the authorities could rely more on domestic financing. Macroeconomic policies were generally aligned with previous IMF recommendations.

Historically Black colleges and universities (HBCUs) are a crucial element of higher education in the United States. As of 2021, there were more than 100 HBCUs, with a total enrollment of approximately 300,000 students. Many of the most famed figures in African American history attended HBCUs, and the alumni of these institutions have a strong track record of upward mobility and professional attainment. However, the value and contributions of HBCUs are too often overlooked and underappreciated. In Vital and Valuable, two distinguished economists provide a groundbreaking analysis of HBCUs. James V. Koch and Omari H. Swinton give a balanced assessment of the performance of HBCUs, examining metrics such as admissions and enrollment trends, graduation and retention rates, administrative expenses, spending on intercollegiate athletics, and student debt. They emphasize the distinctive features that make HBCUs what they are, considering whom they serve and how, while contextualizing these institutions within the landscape of American higher education. Based on this analysis, Koch and Swinton offer actionable policy recommendations that can help HBCUs build on their successes and address their weaknesses. They stress that empirical data on educational outcomes is essential to effective leadership of individual institutions as well as policy decisions that affect HBCUs. Vital and Valuable is essential reading for policy makers and experts in the field of higher education as well as a broader public interested in understanding the contributions of HBCUs.

A vivid look at China’s shifting place in the global political economy of technology production How did China’s mass manufacturing and “copycat” production become transformed, in the global tech imagination, from something holding the nation back to one of its key assets? Prototype Nation offers a rich transnational analysis of how the promise of democratized innovation and entrepreneurial life has shaped China’s governance and global image. With historical precision and ethnographic detail, Silvia Lindtner reveals how a growing distrust in Western models of progress and development, including Silicon Valley and the tech industry after the financial crisis of 2007–8, shaped the rise of the global maker movement and the vision of China as a “new frontier” of innovation. Lindtner’s investigations draw on more than a decade of research in experimental work spaces—makerspaces, coworking spaces, innovation hubs, hackathons, and startup weekends—in China, the United States, Africa, Europe, Taiwan, and Singapore, as well as in key sites of technology investment and industrial production—tech incubators, corporate offices, and factories. She examines how the ideals of the maker movement, to intervene in social and economic structures, served the technopolitical project of prototyping a “new” optimistic, assertive, and global China. In doing so, Lindtner demonstrates that entrepreneurial living influences governance, education, policy, investment, and urban redesign in ways that normalize the persistence of sexism, racism, colonialism, and labor exploitation. Prototype Nation shows that by attending to the bodies and sites that nurture entrepreneurial life, technology can be extricated from the seemingly endless cycle of promise and violence. While economic and social indicators in many Middle East and North Africa (MENA) countries have improved over the past three decades, the region’s blue natural assets—clean air, healthy seas, and coastlines—have degraded virtually everywhere. Air pollution levels in the region’scities are among the highest in the world. Per capita marine plastic pollution is among the highest in the world; coastal erosion rates are the second fastest in the world. These combined challenges threaten local communities, livelihoods, and economies. In fact, the economic cost of MENA’s deteriorating skies and seas is estimated at more than 3 percent of GDP per year.Blue Skies, Blue Seas: Air Pollution, Marine Plastics, and Coastal Erosion in the Middle East and North Africa reviews integrated solutions that the authors identify as the “four I’s”:• Inform stakeholders about the sources of these challenges.• Provide incentives that improve environmental outcomes for the public and theprivate sector.• Strengthen institutions to lower air and plastic pollution and to mitigate uncontrolleddevelopment and erosion of coastlines.• Invest in abatement options and promote sustainable solutions.Restoring MENA’s blue skies and seas will benefit the health, livelihoods, and incomes of residents. There will inevitably be trade-offs, but choosing a path of green growth will create jobs, diversify economies, and make the region a better place for current and future generations. The actions of policy makers today will shape the trajectory of economies and communities for decades to come.

Microorganisms (bacteria, archaea, microeukaryotes) in marine environments secrete a diverse array of exopolymeric substances that facilitate attachment to surfaces, the formation of organic colloids and larger aggregations of cells (marine snow), and that can influence many ocean, as well as global, processes. The aim of this Research Topic is to highlight recent advances in the sources, chemistry and function of these microbial-produced macromolecules. We encouraged original research and reviews on exopolymeric substances, from their sources, chemico-physiological properties, functions and ecosystem effects, and including their role in the Gulf of Mexico following the Deepwater Horizon oil spill disaster.
