The rapid adoption of wind energy in the renewable energy mix can be seen in many industrialized nations in the past decade, in particular the need to agreed greenhouse gas reduction and stable energy supply are seen as a sound vision for a sustainable energy policy’. In an emerging market such as South Africa there are abundant renewable resources including wind energy, however there is low adoption observed to date. This study investigates barriers to entry in the South African wind energy sector and what the priorities are to remove such barriers for successful deployment of wind technology. Therefore, it was required to examine successful deployment of wind energy in the European Union and how such barriers were removed; this was set in the current status of the renewable energy sector and existing barriers in South Africa. It was necessary to gain insight of the inter-related issues on opening a traditional fossil fuel based energy market to a transitional implementation of renewable energy provisioning, considering the current utility monopoly based energy landscape in South Africa.

Renewable energy is growing worldwide in terms of generation capacity and investment inflows. However, barriers to the transition to renewable energy remain in many countries. This article analyses the barriers to renewable energy in South Africa in the context of global growth, which in 2014, saw South Africa in the top 10 of investments into renewable energy. Regulation through law has potential to address many of the barriers to renewable energy, but investors should understand the nature and extent of these barriers to guide future investment decisions into renewable energy. Law is one of the social, regulatory, and economic instruments that can be used to control and shape development. However, in South Africa the energy and environmental law and policy have not sufficiently addressed the obstacles to renewable energy technologies. Cheap fossil fuel energy led to short-term economic growth, which, in the long term, is not environmentally sustainable. While a lot has been done to enable renewable energy, challenges remain that may make it difficult for investors and foreign corporations to enter the South African renewable energy market. This article concludes that, while the context (socioeconomic and political) of obstacles to renewable energy is relevant, legal and policy barriers are overriding and should be the focus of effort in order to create an enabling regulatory environment.

This paper investigates the factors limiting financial investments in renewable energy. A qualitative research study was conducted on South African based financial investors in renewable energy technologies with the intention of identifying investment barriers. The methodology employed involved a literature review. In addition, a questionnaire was designed and interviews were conducted to ascertain the prevalence of such investment barriers in a South African context. The results obtained were analysed using both qualitative and quantitative methods. These analyses revealed that the barriers that were identified namely political, economic, social and technological are valid for South Africa. In addition, several other barriers were identified that are specific to South Africa, such as education, poverty, technological readiness and access to the electricity grid. On the basis of the findings some recommendations are made which include building closer relationships between government and the private sector, as well as ensuring that government maintains an active role in promoting the renewable energy industry. In the midst of current global challenges and a gloomy economic outlook, solar, wind, biofuels, geothermal, hybrid and electric vehicles, and other clean energy-related technologies provide bright spots. The establishment of sustainable energy systems, based on the use of clean energy resources, has become a general pursuit of the global community. The driving force behind the application of renewable energy technologies in Europe and the rest of the developed world has been the drive to clean up the energy sector in terms of its environmental impact and reduce dependence on limited energy resources. Renewable energy technologies are largely used to replace existing fossil fuel-based generation capacity. In South Africa, clean energy development is at a crossroads. South Africa's highest emissions occur in the following sectors: public electricity and heat production; manufacturing industries and construction; and internal transportation (IEA, 2005). South Africa's carbon dioxide intensity is particularly high (0.18 metric tonnes per thousand USD of GDP in 2006) because it derives so much of its energy consumption from highly carbon-intensive coal. The primary problem is South Africa's dependency on coal and fossil fuels (Fakir & Nicol, 2008). Further, as we shall observe, South Africa suffers from the classic problem of being saddled with a state-owned single distributor and until very recently, sole generator as well.
