Division of State Parks was referring to the beautiful High Shoals Falls on Jacob's Fork Creek in the South Mountains. The Falls was identified in a 1974 State Park's report proposing a new park area in the South Mountain range between Shelby and Morganton. Excerpt from South Mountain State Park Master Plan: Burker County, Nc, November 2007 The park's primary interpretive theme is the ecology of its out standing resource waters. Secondary interpretive themes include plant communities, stream recreation, local cultural history, rare and endangered species, conservation ethic, park system history, reptiles, camping and back country safety, horseback riding, chang ing land-use patterns, and geology. A thorough site inventory and analysis was performed as a component of this planning process. Through this process, the project consultant and other stakehold ers in the park gained a better understanding of the opportunities and constraints within the park and how these might influence site planning and development of new and improved facilities that will support the current interpretive themes. Excerpt from Crowder's Mountain State Park Master Plan The primary objective in preparing a master plan for Crowder's Mountain State Park is to provide a development plan and program compatible with the nature of the site. It is essential that the plan be unified physically and in such a way that ad ministrative services and operations can be provided efficiently. In addition, the master plan speaks to the optimum carry ing capacity of the site for all of its proposed activities and facilities with respect to the maintenance of the desired park character. It remains a flexible plan inasmuch as development need not reach its final phase if follow-up analysis indicates expansion is undesirable. Development is contingent upon the availability of funding and the establishment of biennial state wide priorities. A review of the impact of site development and visitor use should be conducted after each development phase, insuring long-range protection of the natural resource.
