Aid to Africa is concerned with aid to Africa south of the Sahara, excluding the Republic of South Africa, an area containing 188 million persons, only about 13 per cent of the inhabitants of all underdeveloped areas. Particular attention is given to British aid policy, and hence with the fifteen UK and ex-UK territories, which receive almost all British aid to Africa south of the Sahara. They also account for half of the world total of UK aid. The first three chapters deal with certain problems of African economies which need to be appreciated as a background to aid policy. These include population growth and the problem of absorptive capacity. The next four chapters focus on aid and aid policy, covering the use of aid and its supervision, donors' policies, UK aid policy, and technical assistance. The final chapter draws some conclusions. Among these is that the emphasis of aid to Africa needs to shift to agriculture and rural development. Partly for this reason, the UK should enter more closely into the design of projects and the operation of programs.

South-South cooperation is becoming ever more important to states, policy-makers and academics. Many Northern states, international agencies and NGOs are promoting South-South partnerships as a means of ‘sharing the burden’ in funding and undertaking development, assistance and protection activities, often in response to increased political and financial pressures on their own aid budgets. However, the mainstreaming of Southern-led initiatives by UN agencies and Northern states is paradoxical in many ways, especially because the development of a South-South cooperation paradigm was originally conceptualised as a necessary way to overcome the exploitative nature of North-South relations in the era of decolonisation. This handbook critically explores diverse ways of defining ‘the South’ and of conceptualising and engaging with ‘South-South relations.’ Through 30 state-of-the-art reviews of key academic and policy debates, the handbook evaluates past, present and future opportunities and challenges of South-South cooperation, and lays out research agendas for the next 5-10 years. The book covers key models of cooperation (including internationalism, Pan-Arabism and Pan-Africanism), diverse modes of South-South connection, exchange and support (including South-South aid, transnational activism, and migration), and responses to displacement, violence and conflict (including Southern-led humanitarianism, peace-building and conflict resolution). This book examines the extent to which a space has opened up in recent years for the so-called "rising powers" of the global South to offer an alternative to contemporary global economic and political governance through emergent forms of South-South cooperation. In contrast to the Third Worldism of the past, the contemporary rising powers share in common the fact that their recent growth owes much to their extensive and increasingly international engagement, rather than partial withdrawal from the global economy. However, they are nonetheless openly critical of the perceived bias towards the global North in the dominant institutions of global governance, and seek to alter the global status quo to enhance the influence of the global South. Contributions to this volume address the question of whether such engagement, particularly on a "South-South" basis, can be categorised as a "win-win" relationship, or whether we are already seeing the emergence of new forms of competitive rivalry and neo-dependency in action. The question of why countries give aid and assistance to other countries has long been a topic of debate- is it altruism, or selfishness? The assumption is sometimes made that donors from developing countries might be more motivated by altruism than ‘traditional’ western donors. This book demonstrates that on the contrary, the provision of development assistance can be used to serve national interests, allowing so-called ‘emerging’ donors to gain soft power in the international sphere by improving their image and global influence. Technical cooperation, or the transfer of knowledge, is an area of particular interest, as it can enable donors to position themselves as a global leader in a given field, with a unique set of skills and expertise in a knowledge area. This book uses the Brazilian case to demonstrate how a country such as Brazil can seek power and influence by providing no-strings-attached technical assistance. The empirical analysis unpicks the motivations behind development assistance, and how it can be used as a foreign policy tool. In doing so, the book sheds light upon the similarities and variations in the provision of technical cooperation as a foreign policy tool by China, India, and Brazil.
