Challenging assumptions about the separation of high politics and everyday life, Belinda Davis uncovers the important influence of the broad civilian populace--particularly poorer women--on German domestic and even military policy during World War I. As Britain's wartime blockade of goods to Central Europe increasingly squeezed the German food supply, public protests led by "women of little means" broke out in the streets of Berlin and other German cities. These "street scenes" riveted public attention and drew urban populations together across class lines to make formidable, apparently unified demands on the German state. Imperial authorities responded in unprecedented fashion in the interests of beleaguered consumers, interceding actively in food distribution and production. But officials' actions were far more effective in legitimating popular demands than in defending the state's right to rule. In the end, says Davis, this dynamic fundamentally reformulated relations between state and society and contributed to the state's downfall in 1918. Shedding new light on the Wilhelmine government, German subjects' role as political actors, and the influence of the war on the home front on the Weimar state and society, Home Fires Burning helps rewrite the political history of World War I Germany.

The migration movements of the 20th century have led to an increased interest in similarly dramatic population changes in the preceding century. The contributors to this volume - legal scholars, sociologists, political scientist and historians - focus on migration control in the 19th century, concentrating on three areas in particular: the impact of the French Revolution on the development of modern citizenship laws and on the development of new forms of migration control in France and elsewhere; the theory and practice of migration control in various European states is examined, focusing on the control of paupers, emigrants and "ordinary" travelers as well as on the interrelationship between the different administrative levels - local, regional and national - at which migration control was exercised. In times past, everyday business might mean making a trip to the pawnbroker, giving a loan to a trusted friend of selling off a coat, all to make ends meet. Both women and men engaged in this daily budgeting, but women's roles were especially important in achieving some level of comfort and avoiding penury. In some communities, the daily practices in place in the seventeenth century persisted into the twentieth, whilst other groups adopted new ways, such as using numbers to chart domestic affairs and turning to the savings banks that appeared in the nineteenth century. These strategies promised respectability and greater access to new consumer goods: better clothes and finer furnishings accompanied a newly disciplined behaviour. Therefore, in the material world of the past and in the changing habits of earlier generations lie crucial turning points. This book explores these previously under-researched patterns and practices that gave shape to modern consumer society.

Diese Ambivalenz zwischen Fürsorge und Strafe ermöglichte Handlungsspielräume für die Betroffenen ebenso wie für die staatlichen Akteure. Insbesondere aber nicht nur im Nationalsozialismus wurden Obdachlose verdrängt und verfolgt. Mit einem raumanalytischen Ansatz, umfangreichen Quellen und Einzelbiografien erforscht die Autorin, wie Obdachlose spezifische soziale Praktiken ausbildeten, um ihre gesellschaftliche Position zu beeinflussen. Eindrucksvoll zeigt sie die Interaktionen der Betroffenen untereinander ebenso wie mit Ämtern, der Justiz und den städtischen Öffentlichkeiten. All nations make themselves up as they go along, but not all make themselves up in the same way. In this study, Alon Confino explores how Germans turned national and argues that they imagined the nation as an extension of their local place. In 1871, the work of political unification had been completed, but Germany remained a patchwork of regions with different histories and traditions. Germans had to construct a national memory to reconcile the peculiarities of the region and the totality of the nation. This identity project, examined by Confino as it evolved in the southwestern state of WArttemberg, oscillated between failure and success. The national holiday of Sedan Day failed in the 1870s and 1880s to symbolically commingle localness and nationhood. Later, the idea of the Heimat, or homeland, did prove capable of representing interchangeably the locality, the region, and the nation in a distinct national narrative and in visual images. The German nationhood project was successful, argues Confino, because Germans made the nation into an everyday, local experience through a variety of cultural forms, including museums, school textbooks, popular poems, travel guides, posters, and postcards. But it was not unique. Confino situates German nationhood within the larger context of modernity, and in doing so he raises broader questions about how people in the modern world use the past in the construction of identity.

In European Cities in the Modern Era, 1850-1914 Friedrich Lenger analyses the demographic and economic preconditions of European urbanization, compares the extent to which Europe’s cities were characterized by heterogeneity with respect to the social, national and religious composition of its population and asks in which way differences resulting from this heterogeneity were resolved either peacefully or violently. Using this general perspective and extending the scope by including Eastern and Southern Europe the dominant view of Europe’s prewar cities as islands of modernity is challenged and the ubiquity of urban violence established as a central analytical problem.
