Der Ausschuß für Sozialpolitik in der Gesellschaft für Wirtschafts- und Sozialwissenschaften, Verein für Socialpolitik e. V., hat sich bereits kurz nach der deutschen Wiedervereinigung auf seinen Jahrestagungen 1990 und 1991 mit dem Generalthema Sozialpolitik im vereinten Deutschland" (SVS 208/I+II) auseinandergesetzt. Vier Jahre nach der Vereinigung werden erneut einige Fragen geprüft. Heinz Lampert befaßt sich mit der "Lage der Familien und den Aufgaben der Familienpolitik in den neuen Bundesländern". Zur Charakterisierung der Ausgangssituation werden das Familienleitbild und die familienpolitische Konzeption der DDR beschrieben sowie statistische Indikatoren über die Lage der Familien und über Änderungen des Heirats-, Geburten- und Scheidungsverhaltens nach der Wende präsentiert, die auf einen Wertewandel hindeuten. Als Auswirkungen der Vereinigung auf die Familie ist zwischen systemwechselbedingten und transformationsprozeßbedingten Folgen zu unterscheiden. Abschließend werden familienpolitische Aspekte der Beschäftigungs-, Arbeitsmarkt-, Wohnungsbau-, Steuer-, Vermögensbildungsförderungs- und Jugendhilfepolitik herausgearbeitet. Hermann Ribhegge diskutiert die ökonomischen und politischen Bestimmungsfaktoren der Lohnpolitik und der tatsächlichen Lohnentwicklung während des bisherigen Transformationsprozesses. Er zeigt, daß für die ersten Schritte der Lohnpolitik in entscheidendem Maße auch die Sozialunion von Bedeutung war, da sie die Tarifautonomie einführte, ohne daß ein funktionierender institutioneller Unterbau vorhanden war. Abschließend werden als Alternative zu den versteckten Lohnkostenzuschüssen der Treuhandanstalt über Preisnachlässe generelle Lohnkostenzuschüsse als Element einer beschäftigungskonformen Lohnpolitik diskutiert. This book investigates the history of the post-war welfare state in Germany and its normative foundations, with special emphasis on constitutional issues. The author, formerly Director of the Max-Planck-Institute for Foreign and International Social Law, Munich, and President of the Max-Planck-Society, argues that social policy – not only in Germany – is about struggles over the “social”. The “social” is an open and changing concept that reflects the modern quest for equality, voiced in semantics like justice, participation, inclusion and security. The “social” and the “social state” (the German term for welfare state) are enshrined in the German Constitution of 1949, the Grundgesetz. The book sets out the phases of welfare state development in depth.
