Whether it is recognized or not, America is engaged in a space race with China. Unlike the previous between the USA and the USSR that resulted in multiple Moon landings, this is a new space race to expand and exploit the resources of the solar system. America initially embarked on this race in a similar fashion to the previous one, focusing on scientific exploration of deep space and satellite support to terrestrial military forces. The new space race demands a new mindset that integrates maritime commerce and naval warfare principles into space missions using a whole of government approach. The goal is national power projection into the space domain, both deep space itself and the planets and moons in it. The purpose of this book is to examine China's theory and strategy in the current space race, extrapolate the current strategic trajectories, and then propose a new theory and strategy for space that will result in a continuous advantage for America, its allies, and all lawful and non-hostile users of space. Space Development Theory posits that new areas and domains go through a progression of exploration, expansion, exploitation, and exclusion. America's space experience is almost exclusively in exploration with some expansion into Earth's orbits while China is moving quickly to both expand and exploit resources on the Moon and beyond. America must embrace a new paradigm for space or live in a world dominated by China's policies and global organization.

This book explains on what basis a nation can claim the status of space power, what are the criteria differentiating a space power from “lesser” space actors, and how their spacepower can be empirically measured and assessed. To this end, it sets forth a comprehensive multidisciplinary framework to enable a dynamic comparison of space actors and of the pathways that lead them in and out of the space powers’ club. Drawing upon a critical review of the existing literature, it conceptualises spacepower as a form of state power based on the complex interplay between the two defining dimensions of stateness, namely the well-studied dimension of capacity and the often neglected yet exceedingly important dimension of autonomy. The book demonstrates that only actors possessing high levels of both autonomy and capacity qualify as space powers. Different levels of either capacity or autonomy produce other types of space actors, including skilled spacefarers, self-reliant spacefarers, primed spacefarers, and emerging space actors. This innovative conceptual framework is complemented by an in-depth comparative assessment that collects and processes a large amount of hard-to-find data on the most active global space actors and aggregates multiple indicators into a compound, non-hierarchical index of space power visualised in the form of a matrix.

This public domain reproduction in durable hardcover matte rides the coattails of Colonel Philip S. Meininger's book, Ten Propositions Regarding Air Power. As the United States ponders its future regarding space operations, the time has come to frame similar propositions regarding spacepower. Specifically, this study seeks to answer the question, "What is the nature of spacepower?" It also test the aerospace integration school's hypothesis that spacepower is simply a continuation or extension of airpower. Two points come immediately to the forefront of this work. First, spacepower is different from airpower even though both share the vertical dimension of warfare. Second, space operations have matured to a point where valid and unique propositions regarding spacepower are identifiable. The ten propositions presented here do not represent a complete list. The method used to derive these propositions involved literary research that result in a long list. The list evolved over three years during numerous brainstorming with several space experts--most of them space weapons officers with theater and often combat experience--until the list was carefully refined into the ten most salient propositions. There were many ways to present the Ten Propositions Regarding Spacepower, but the author deferred to Meininger's approach of citing each proposition as a thesis statement with supporting material immediately following. The objective of this work is to stimulate discussions and help those who do not yet understand or appreciate the nature of spacepower in modern warfare.
