This book explains on what basis a nation can claim the status of space power, what are the criteria differentiating a space power from “lesser” space actors, and how their spacepower can be empirically measured and assessed. To this end, it sets forth a comprehensive multidisciplinary framework to enable a dynamic comparison of space actors and of the pathways that lead them in and out of the space powers’ club. Drawing upon a critical review of the existing literature, it conceptualises spacepower as a form of state power based on the complex interplay between the two defining dimensions of stateness, namely the well-studied dimension of capacity and the often neglected yet exceedingly important dimension of autonomy. The book demonstrates that only actors possessing high levels of both autonomy and capacity qualify as space powers. Different levels of either capacity or autonomy produce other types of space actors, including skilled spacefarers, self-reliant spacefarers, primed spacefarers, and emerging space actors. This innovative conceptual framework is complemented by an in-depth comparative assessment that collects and processes a large amount of hard-to-find data on the most active global space actors and aggregates multiple indicators into a compound, non-hierarchical index of space power visualised in the form of a matrix.

Global Powers of Horror examines contemporary regimes of horror, into horror’s intricacies, and into their deployment on and through human bodies and body parts. To track horror’s work, what horror decomposes and, perhaps, recomposes, Debrix goes beyond the idea of the integrality and integrity of the human body and it brings the focus on parts, pieces, or fragments of bodies and lives. Looking at horror’s production of bodily fragments, both against and beyond humanity, the book is also about horror’s own attempt at re-forming or re-creating matter, from the perspective of post-human, non-human, and inhuman fragmentation. Through several contemporary instances of dismantling of human bodies and pulverization of body parts, this book makes several interrelated theoretical contributions. It works with contemporary post-(geo)political figures of horror—faces of concentration camp dwellers, body parts of victims of terror attacks, the outcome of suicide bombings, graphic reports of beheadings, re-compositions of melted and mingled remnants of non-human and human matter after 9/11—to challenge regimes of terror and security that seek to forcefully and ideologically reaffirm a biopolitics and thanatopolitics of human life in order to anchor today’s often devastating deployments of the metaphysics of substance. The so-called spatial turn in the social sciences means that many researchers have become much more interested in what can be called the spatialities of power, or the ways in which power as a medium for achieving goals is related to where it takes place. Most famous authors on the subject, such as Machiavelli and Hobbes, saw power as entirely equivalent to domination exercised by some over others. Though this meaning is hardly redundant, understandings of power have become more multidimensional and nuanced as a result of the spatial turn. Much recent writing in human geography, for example, has rigorously extended use of the term power beyond its typical understanding as a resource that pools up in some hands and some places to a medium of agency that has different effects depending on how it is deployed across space and how actors cooperate, or not, to give it effect. To address this objective, the book is organized thematically into four sections that cover the main areas in which much of the contemporary work on geographies of power is concentrated: bodies, economy, environment and energy, and war.

PRICAI 2000, held in Melbourne, Australia, is the sixth Pacific Rim Interna tional Conference on Artificial Intelligence and is the successor to the five earlier PRICAIs held in Nagoya (Japan), Seoul (Korea), Beijing (China), Cairns (Aus tralia) and Singapore in the years 1990, 1992, 1994, 1996 and 1998 respectively. PRICAI is the leading conference in the Pacific Rim region for the presenta tion of research in Artificial Intelligence, including its applications to problems of social and economic importance. The objectives of PRICAI are: To provide a forum for the introduction and discussion of new research results, concepts and technologies; To provide practising engineers with exposure to and an evaluation of evolving research, tools and practices; To provide the research community with exposure to the problems of practical applications of AI; and To encourage the exchange of AI technologies and experience within the Pacific Rim countries. PRICAI 2000 is a memorial event in the sense that it is the last one in the 20"" century. It reflects what researchers in this region believe to be promising for their future AI research activities. In fact, some salient features can be seen in the papers accepted. We have 12 papers on agents, while PRICAI 96 and 98 had no more than two or three. This suggests to us one of the directions in which AI research is going in the next century. It is true that agent research provides us with a wide range of research subjects from basic ones to applications.
