The paper demonstrates the general difficulty of inferring the structure of adjustment costs from aggregated, including industry data, except in the unlikely case that costs are symmetric and quadratic at the micro level. The implications of this difficulty for cross-national comparisons of adjustment costs, and for attempts to infer the structure of these costs without micro data, are examined. In the voluminous literature on dynamic labor demand studies based on annual data generally find longer lags than those that use quarterly data, which in turn produce longer lags than models estimated using monthly data. However, when a consistent set of U.S. industry time series is used, and quadratic symmetric costs are assumed, the estimated length of the lag is independent of the frequency of observation. This conclusion is clearly not general: If we assume the costs of adjusting labor demand are lumpy, inferences about their structure differ greatly depending on how often the data are observed.

Labor mobility is widely viewed as the principal adjustment mechanism to local labor market shocks. Empirically, however, migration is infrequent, and population adjustment is slow and varies markedly between locations. This paper proposes and estimates a model of heterogeneous local labor markets "cities" to understand the mechanisms inhibiting labor market dynamics. To jointly study multiple forms of adjustment dynamics, the proposed model is an innovative dynamic spatial equilibrium, with endogenous local prices, heterogeneous locations, and agents subject to adjustment costs; the methodological contribution of this paper is the empirical implementation of such a model. The model is simulated under counterfactual scenarios in which impediments to labor adjustment are relaxed. The main result is that except in the extreme case of no adjustment costs, labor adjustment is limited not by the total amount of migration but its direction over markets. Population elasticity would be significantly greater if migration were less idiosyncratically motivated or if local shocks were not capitalized into housing prices. The implication is that effective local labor market reallocation does not necessarily require high aggregate mobility rates.

Labor market frictions are able to induce sluggish aggregate employment dynamics. However, these frictions have strong implications for the source of this propagation: They distort the path of aggregate employment by impeding the flow of labor across firms. For a canonical class of frictions, we show how observable measures of such flows can be used to assess the effect of frictions on aggregate employment dynamics. Application of this approach to establishment microdata for the United States reveals that the empirical flow of labor across firms deviates markedly from the predictions of canonical labor market frictions. Despite their ability to induce persistence in aggregate employment, firm-size flows in these models are predicted to respond aggressively to aggregate shocks but react sluggishly in the data. This paper therefore concludes that the propagation mechanism embodied in standard models of labor market frictions fails to account for the sources of observed employment dynamics.

This dissertation develops new data and methods for properly measuring U.S. labor market dynamics using large, nationally-representative household surveys. These data are used to assess potential biases arising from time aggregation and from geographic mobility. Time aggregation is estimated using weekly labor force information from the Survey of Income and Program Participation (SIPP). The degree of time aggregation is large: gross flows estimated from monthly data understate the true number of transitions by 20 percent on average. However, time aggregation creates no meaningful cyclical bias in measured gross flows or hazard rates. Separation hazard rates calculated from the SIPP and the Current Population Survey (CPS) are strongly countercyclical and remain so after adjusting for time aggregation. Using a new database that captures all longitudinal information in the CPS individuals who move can be identified. Comparing the behavior of the entire CPS sample with the subset known not to have moved provides a bound to the bias from geographic mobility. The cyclical bias from geographic mobility is small. At business cycle frequencies, the difference between the separation hazard rate calculated from the entire CPS sample and from a subset that are known not to have moved never exceeds 4 percent. There is little effect of mobility on the job finding hazard rate. The weekly SIPP data identify direct employment-to-employment (EE) transitions. Abstracting from labor force participation, EE transitions account for one-half of all separations from employment. Similar estimates using the CPS are twice as large however the CPS overstates EE transitions because of time aggregation. Separations to a new job are strongly procyclical while separations to unemployment are strongly countercyclical. The combination yields a nearly acyclical total separation rate. The weekly job finding rate is strongly procyclical.
