The threat of use of Weapons of Mass Destruction (WMD) in the United States or against American vital interests overseas is real. Combating the proliferation of WMD has become a high priority for the U.S. Government. Within Department of Defense Counterproliferation Initiative (DOD CPI) of 1993 Special Operations Forces (SOF) have become pivotal players in the creation of a full range of military options to counter this threat. SOF provides the National Command Authority (NCA) with flexible and responsive options. In order to successfully execute any type of CP related special operation, the interagency process must be fully engaged and synchronized. This study assesses the nature of the threat, reviews the evolution of the DOD CPI, and focuses on the use of SOF as an instrument of U.S. policy. Specifically this study explores the connectivity of the interagency process to support a U.S. SOF counterproliferation mission.

Considering the significant consequences of nuclear proliferation, this study asserts that historical case studies yield lessons learned that inform the suitability of Special Operations Forces' (SOF) role within counterproliferation efforts that can help guide development of SOF counterproliferation-related missions. The important aspects of each case form the basis of the evaluation: the agility of SOF in relation to the success of the mission being examined. In other words, if the conditions enabling an organization's agility are present, an organization is more likely to be successful in its counterproliferation role. To determine cogent lessons from SOF's history informing the suitability of its role in counterproliferation, the study begins with a survey of SOF characteristics. Next, a historical analysis of two representative case studies was evaluated to judge the success of the operations and adherence to SOF principles and concepts. Both cases highlight that understanding the threat and attacking proliferation networks can be enhanced with coordination across SOF organizations internally and through partnerships fostered by engagement of United States SOF abroad. The role of U.S. Army Special Forces (SF) in the counterproliferation of weapons of mass destruction (WMD) has been minimal in recent years. As globalization leads to increased ability of both states and non-state actors to acquire WMDs, the efforts of Army SF should increase accordingly. Focusing on nuclear weapons, this thesis argues that Army SF elements are ideally positioned to contribute to the counterproliferation mission through the use of the global special operations forces (SOF) network. Utilizing the regional expertise of Army SF and its network of foreign military and government contacts achieved through years of sustained relationships, it serves as an ideal opportunity for strengthening counterproliferation capabilities across the world. Rather than focusing exclusively on the interdiction of WMDs by specialized SOF elements, this thesis recommends shifting to Phase Zero-before WMDs are present-with a focus on building partner capacity to combat WMDs. It examines the adaptation of existing Army SF programs and authorities in order to focus them on WMD and compares this to Army SF augmenting existing non-SOF counterproliferation programs. Finally, it explains how these missions can build relationships within the global SOF network for future operations against proliferators and lead to improved international security.

In the two years since the Unified Command Plan (UCP) was changed to designate U.S. Special Operations Command (SOCOM) as the lead Department of Defense (DoD) synchronizer for all countering weapons of mass destruction (CWMD) plans, tangible progress has been slow. Organizations such as the Pentagon's Unity of Effort Council and SOCOM's CWMD Fusion Center are billed on paper as entities that can assist SOCOM in understanding the nuclear counterproliferation problem and help SOCOM plan responses to a WMD event. However, few people within these organizations understand the problem, are connected with the relevant agencies within the U.S. government (USG), and have a clear sense of what needs to occur. Even fewer members of the CWMD community across the interagency (IA) are aware of SOCOM's efforts. This study analyzes SOCOM's contribution to the USG nuclear counterproliferation mission and arrives at four conclusions. First, Theater Special Operation Commands (TSOCs) are the best postured in the DoD to contribute to a nuclear CP mission. Second, TSOCs can leverage the experience of Theater Special Operations forces. Third, TSOCs must ensure that their personnel receive basic knowledge of nuclear technologies, proliferation networks, and USG strategy and policy related to nuclear non-proliferation and counterproliferation.
