Excerpt from Speeches on Questions of Public Policy by Richard Cobden, M. P, Vol. 1 of 2 He saw, for example, that no ultimate benefit would ensue to the: mass of the people by the abolition of all taxes on food, unless what he called by a pardonable metaphor, Free Trade in Land, were also By this he meant the removal of that artificial scarcity of marketable land, which is directly traceable to certain usurpations in the real or presumed interest of the aristocracy, by which the devolution of land is-regulated according to the custom of primogeniture, and by which estates are restrained from alienation under the covenants of a strict settlement. Thus, in the last year of his life, and in the last Speech which he made, he regretted his age and failing physical energies, since he was now debarred from entering on an agitation for the abolition of. Those customs and privileges which make land the monopoly of the rich, and condemn the English peasantry to hopeless labour. The Letters of Richard Cobden (1804-65) aims in four printed volumes to provide the first critical edition of Cobden's letters, publishing the complete text in as near the original form as possible, accompanied by full scholarly apparatus, together with an introduction to each volume re-assessing Cobden's importance in their light. As a whole these volumes will make available a unique source of the understanding of British liberalism in its European and international contexts, throwing new light on issues such as the repeal of the Corn Laws, British radical movements, the Crimean War, the Indian Mutiny, Anglo-French relations, and the American Civil War. The second volume, drawing on over fifty archives world-wide, follows the career of Richard Cobden from that of the 'Manchester Manufacturer' who had gained celebrity in the repeal of the Corn Laws in 1846 to that of the dominant Radical leader on the British political scene between 1848 and 1853, widely considered by contemporaries equal in importance to the leaders of the Whig and Conservative parties. Cobden in this period was concerned with an inter-connected series of movements which sought in different ways to reduce aristocratic power in Victorian Britain. These included the reform of parliament (especially through the secret ballot), of landownership, of government finances, of the British empire, as well as the introduction of state education. At the same time we see the emergence of Cobden 'the International Man', with a cosmopolitan following, playing a pivotal role in the global peace movement, and articulating a wide-ranging critique of British foreign policy, with regard to the dangers of French invasion, the aftermath of the Revolutions of 1848, British expansionism in India, and the ramifications of the Eastern Question as Britain drifted towards war in the Crimea. Although in his own day, Cobden's radical ideas increasingly separated him from many contemporaries, in the longer term they became a vital tributary of nineteenth-century British and international liberalism.

In nineteenth-century Britain, the effects of democracy in America were seen to spread from Congress all the way down to the personal habits of its citizens. Bringing together political theorists, historians, and literary scholars, this volume explores the idea of American democracy in nineteenth-century Britain. The essays span the period from Independence to the First World War and trace an intellectual history of Anglo-American relations during that period. Leading scholars trace the hopes and fears inspired by the American model of democracy in the works of commentators, including Thomas Paine, Mary Wollstonecraft, Alexis de Tocqueville, Charles Dickens, John Stuart Mill, Richard Cobden, Charles Dilke, Matthew Arnold, Henry James and W. T. Stead. By examining the context of debates about American democracy and notions of ’culture’, citizenship, and race, the collection sheds fresh light on well-documented moments of British political history, such as the Reform Acts, the Abolition of Slavery Act, and the Anti-Corn Law agitation. The volume also explores the ways in which British Liberalism was shaped by the American example and draws attention to the importance of print culture in furthering radical political dialogue between the two nations. As the comprehensive introduction makes clear, this collection makes an important contribution to transatlantic studies and our growing sense of a nineteenth-century modernity shaped by an Atlantic exchange. It is an essential reference point for all interested in the history of the idea of democracy, its political evolution, and its perceived cultural consequences.
