Enrico Michelini illustrates that sport plays a very marginal role in the contemporary health promotion. This is the main result of the present analysis of national strategies for the promotion of physical activity issued by the health ministries of France, Germany, and Italy. All these health-strategies are rather ambiguous on this subject: They mention sport systematically as an abstract term, but they marginalise it as a medium of health in its traditional-competitive form. As a consequence, while sport has generally been considered healthy over a long period in the past, most health organisations today recommend only moderate physical activity as conducive to good health. The author examines this paradigmatic change in the international discussion about the forms of health-enhancing physical activity through a theoretical framework based on Luhmann’s systems theory.

Inhaltsangabe:Einleitung: Bewegungsmangel stellt nachweislich einen der Hauptrisikofaktoren für die Entstehung verschiedener Krankheitsbilder dar. Um die Bedeutung von mangelnder Bewegung hervorzuheben, bedarf es der differenzierten Betrachtung von sozialen und gesellschaftlichen Entwicklungen innerhalb der letzten Jahrzehnte. Zu den Merkmalen des alltäglichen Lebens in den westlichen Industrienationen gehören ein Defizit an körperlicher Belastung und ein Übermaß an psychischer Beanspruchung. Trotz der beträchtlichen gesellschaftlichen Verbreitung von Bewegungsmangel kommen zahlreiche wissenschaftliche Studien zu dem Ergebnis, dass Sport und Bewegung bisher nicht entscheidend in Strategien der Gesundheitsförderung berücksichtigt worden sind. Ziele dieser Arbeit sind es, die gesundheitsfördernden Wirkungen sportlicher Aktivität zu untersuchen, die Gründe und Auswirkungen der bisher nur marginalen Beziehung zwischen Sport und Public Health-Initiativen zu analysieren und darauf aufbauend effektive Handlungsstrategien zu entwickeln, die eine beidseitige Kopplung begünstigen. Hieraus ergeben sich sechs weiterführende Fragestellungen, die innerhalb dieser Arbeit umfassend bearbeitet werden sollen: Welchen Einfluss übt sportliche Aktivität in verschiedenen Dimensionen der Gesundheit aus? Inwieweit hat sich die Sportwissenschaft bisher mit dem Thema Gesundheitssport auseinandergesetzt? Wie ist die bisherige historische Entwicklung zwischen Public Health und Sport zu beurteilen? Welche Hintergründe sind für die bisher weitgehende Beziehungslosigkeit zwischen Public Health und Sport verantwortlich? Welche gesundheitspolitischen Auswirkungen bringt diese Beziehungslosigkeit mit sich? Welche Strategien sind geeignet, die Integration von Sport und Bewegung in Public Health-Strategien zu fördern? Im Mittelpunkt der Arbeit steht somit die Frage nach den Potenzialen und Perspektiven sportlicher Aktivität für die Gesundheitsförderung. In der vorliegenden Hausarbeit soll untersucht werden, inwieweit die unterschiedlichen strukturellen Gegebenheiten innnerhalb des Gesundheits-und des Sportsystems einer Umsetzung des Public Health-Konzeptes in institutioneller Hinsicht abträglich sind und inwiefern Kooperationsbeziehungen beider Systeme zu einer Verbesserung der Gesundheitsförderung der Gesamtbevölkerung führen können. Im Mittelpunkt stehen hierbei folgende Fragen: 1. Welche Schwierigkeiten ergeben sich bei der Etablierung von Kooperationsbeziehungen? 2. Inwiefern bestehen schon Kooperationsbeziehungen zwischen Gesundheits- und Sportsystem und wie entwickeln sich diese im Hinblick auf Public Health? 3.
