In an era when the global community is confronted with challenges posed by violent nonstate organizations--from FARC in Colombia to the Taliban in Afghanistan--our understanding of the nature and emergence of these groups takes on heightened importance. Julie Mazzei's timely study offers a comprehensive analysis of the dynamics that facilitate the organization and mobilization of one of the most virulent types of these organizations, paramilitary groups (PMGs). Mazzei reconstructs in rich historical context the organization of PMGs in Colombia, El Salvador, and Mexico, identifying the variables that together create a triad of factors enabling paramilitary emergence: ambivalent state officials, powerful military personnel, and privileged members of the economic elite. Nations embroiled in domestic conflicts often find themselves stuck between a rock and a hard place when global demands for human rights contradict internal expectations and demands for political stability. Mazzei elucidates the importance of such circumstances in the emergence of PMGs, exploring the roles played by interests and policies at both the domestic and international levels. By offering an explanatory model of paramilitary emergence, Mazzei provides a framework to facilitate more effective policy making aimed at mitigating and undermining the political potency of these dangerous forces.

The book describes ?traditional?, ?hot? support for West Perth Football Club among teenaged supporters from middle-class and working-class backgrounds. The author shows how, because of neo-liberal ideologies and the corporatization of football, the new national league (the ?expanded VFL? / AFL) relegated the WAFL to a second-tier league in 1987. This move took place over the heads of ordinary football supporters and two WAFL club presidents. Moves to bring the game closer to the people in 1984, such as holding the best-and-fairest award count night at Perth Entertainment Centre, should be seen in this light. Starting in the 1930s, urban police forces from New York City to Montreal to Vancouver established youth squads and crime prevention programs, dramatically changing the nature of contact between cops and kids. Gone was the beat officer who scared children and threatened youth. Instead, a new breed of officer emerged whose intentions were explicit: befriend the rising generation. Good intentions, however, produced paradoxical results. In Youth Squad Tamara Gene Myers chronicles the development of youth consciousness among North American police departments. Myers shows that a new comprehensive strategy for crime prevention was predicated on the idea that criminals are not born but made by their cultural environments. Pinpointing the origin of this paradigmatic shift to a period of optimism about the ability of police to protect children, she explains how, by the middle of the twentieth century, police forces had intensified their presence in children's lives through juvenile curfew laws, police athletic leagues, traffic safety and anti-corruption campaigns, and school programs. The book describes the ways that seemingly altruistic efforts to integrate working-class youth into society evolved into pervasive supervision and surveillance, normalizing the police presence in children's lives. At the intersection of juvenile justice, policing, and childhood history, Youth Squad reveals how the overpolicing of young people today is rooted in well-meaning but misguided schemes of the mid-twentieth century.
