Öffentlichkeit sorgt für Auseinandersetzung, fördert Solidarität und Mitgefühl, lockert den Geldbeutel Spendengewillter Deutscher und schließt den Kreis mit noch größeren, noch auffälligeren und provokanteren Medienauftritten. Gerade die Nichtregierungsorganisationen haben durch ihre Kampagnen und ihre Lobbyarbeit schon viel in der deutschen Entwicklungszusammenarbeit erreicht, dabei ist ihre Geschichte noch gar nicht so alt. Heute bestimmen über 25.000 nichtstaatliche Organisationen das internationale Handlungsfeld, mit dem Ziel, die Menschen für ihr Anliegen zu sensibilisieren und Einfluss auf politische Entscheidungsträger und Unternehmen auszuüben. In Deutschland wirken allein rund 100 entwicklungspolitische NGOs, die ihre Arbeit in unterschiedlichster Weise definieren. Durch Politikdialog und Konferenzpräsenz stieg auch ihre Kompetenz und mittlerweile wird ihre Arbeit vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ), welches in Deutschland seit 1961 die staatliche Entwicklungspolitik bestimmt, hoch geschätzt. Critics of foreign aid programs have long argued that poverty reflects government failure. In this paper I analyze the effectiveness of foreign aid programs to gain insights into political regimes in aid recipient countries. My analytical framework shows how three stylized political/economic regimes labeled egalitarian, elitist and laissez-faire would use foreign aid. I then test reduced form equations using data on nonmilitary aid flows to 96 countries. I find that models of elitist political regimes best predict the impact of foreign aid. Aid does not significantly increase investment and growth, nor benefit the poor as measured by improvements in human development indicators, but it does increase the size of government. I also find that the impact of aid does not vary according to whether recipient governments are liberal democratic or highly repressive. But liberal political regimes and democracies, ceteris paribus, have on average 30% lower infant mortality than the least free regimes. This may be due to greater empowerment of the poor under liberal regimes even though the political elite continues to receive the benefits of aid programs. An implication is that short term aid targeted to support new liberal regimes may be a more successful means of reducing poverty than current programs.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.
