Bezugspunkt dieser Publikation ist der aktuelle Wandel der österreichischen Wirtschaftsordnung. Dieser wird u. a. durch Trends wie eine zunehmende wirtschaftliche Internationalisierung bzw. eine Internationalisierung der Wirtschaftspolitik, formelle Integrationsabkommen, wesentlich veränderte Entwicklungen der Informations- und Kommunikationstechnologien und grundlegende Paradigmenwechsel in der Konzeption von Wirtschaftspolitik hervorgerufen. In diesem Zusammenhang führen die Hinterfragung bzw. Infragestellung tradierter wirtschaftspolitischer Konzepte sowie der Rolle des Staates in der Wirtschaft (Deregulierung, Neoregulierung etc.) sowie wesentliche neue Restriktionen (Z.B. EURO-Stabilitätspakt etc.) seit längerem zu einem deutlich spürbaren Veränderungs- und Anpassungsdruck auf die seit dem Ende des Zweiten Weltkrieges in Österreich entfalteten spezifischen Wirtschaftsordnung. Daher ist in Österreich eine Diskussion über die "Zukunftsfähigkeit" und "Anpassungsfähigkeit" der österreichischen Wirtschaftsordnung in Gang gekommen. Diese ist mit einer Suche nach adäquaten institutionellen Lösungen auf der Ebene der konkreten Wirtschaftspolitik verbunden. Da nun davon auszugehen ist, dass aktuelle Veränderungs- und Anpassungsvorgänge des ordnungspolitischen Systems in einen langfristigen und damit "historischen" Anpassungs- und Transformationsprozess eingebunden und davon bestimmt sind ("Pfadabhängigkeit"), erscheint es von aktueller Relevanz, diesen langfristigen und damit "historischen" Anpassungs- und Transformationsprozess zu thematisieren und im Hinblick auf die aktuellen Veränderungs- und Anpassungsvorgänge des ordnungspolitischen Systems zu analysieren. Insbesondere geht es dabei zum einen um den Wandel der Anforderungsprofile und zum anderen um die darauf bezogenen Veränderungen in den Institutionen der Wirtschaftsordnung. Diesem Anliegen widmet sich die Publikation, basierend auf der Institutionenökonomie, für die Entwicklung ab 1945 in Bezug auf vier ausgewählte wirtschaftspolitische Felder, denen besondere ordnungspolitische Sensibilität zukommt und versucht darauf aufbauend auch zu generellen Erkenntnissen und Aussagen zu kommen.
