Dieser Ansicht war auch Bill Clinton. Während seiner Präsidentschaft ermöglichte er auch sozial schwächeren Familien, sich eine Immobilie per Kredit zu finanzieren. Aufgrund der Gesetze, die während Clintons Amtszeit verabschiedet wurden, vergrößerte sich der Anteil der Eigenheimbesitzer erstmals in der amerikanischen Geschichte auf über zwei Drittel aller Haushalte. Zusätzlich boomte die Wirtschaft. Die Immobilienpreise stiegen seit vielen Jahren nahezu unaufhörlich. Die Arbeitslosenquote lag 2006 und 2007 unter 5% während die amerikanische Wirtschaft seit 2003 konstant um 2 bis 3% wuchs. Was allerdings darauf folgte, war die schwerste Weltwirtschaftskrise seit der Great Depression in den 1930ern. Nach dem Einbrechen der Immobilienpreise ab Mitte 2006 und dem darauf folgenden Niedergang der Investmentbank Lehman Brothers im September 2008 befand sich die USA in der schwersten Rezession seit Ende des zweiten Weltkrieges. Das Bruttoinlandsprodukt brach 2009 um 2,4% ein und die Arbeitslosenquote verdoppelte sich gegenüber 2007 auf 9,3%. Der IWF bezifferte im August 2009 die Verluste aus der Wirtschaftskrise weltweit auf 11,9 Billionen US-Dollar. Wie konnte es aber zu dieser schweren Krise kommen? Diese Arbeit widmet sich vordergründig den Folgen der Regulierungs- und Deregulierungsmaßnahmen des amerikanischen Staates. Es wird auf die Punkte Haftungsbeschränkung verbunden mit Unterkapitalisierung von Kapitalgesellschaften, leichtfertige Kreditvergabe für Immobilienkäufer und Verbriefung von Immobilienkrediten eingegangen. Es soll dargestellt werden, wie diese Punkte eine Krise auslösen bzw. begünstigen konnten.
