Bachelorarbeit aus dem Jahr 2010 im Fachbereich Politik - Sonstige Themen, Note: 1,0, Universität Hamburg (Institut für Politikwissenschaft), Sprache: Deutsch, Abstract: Mit der Frage nach der Transformation von Staatlichkeit greift der Verfasser eine komplexe, in den gegenwärtigen Politik- und Sozialwissenschaften, vor allem auch in den neueren Entwicklungen in den Internationalen Beziehungen, der Friedens- und Konfliktforschung höchst kontrovers geführte und äußerst voraussetzungsreiche Debatte auf. Der Verfasser dokumentiert in einer sehr beeindruckenden Weise, dass er mit wesentlichen Themen und Positionen der Debatte vertraut ist und den Anspruch erhebt, eine eigenständige Position zu der Frage zu begründen, ob die in der jüngeren Diskussion unter dem Label des "Westpahlian State" subsumierten Strukturen moderner Staatlichkeit unter dem Druck neuer sozialer und globaler Entwicklungen und Akteure an ihr historisches Ende gekommen sind und sich folglich eine Art Epochenbruch vollzieht. Den Dreh- und Angelpunkt dieser Diskussion sieht der Verfasser dabei im Gewaltmonopol, insofern das Monopol physischer Gewalt als grundlegendste Funktion von Staaten angesehen wird. Dabei stellt sich der Verfasser in die Tradition einer spezifischen Lesart u.a. der Hobbes'schen Theorie, deren ebenso spezifisches Staatsverständnis für die Arbeit leitend ist. Der Staat wird als (in der Moderne privilegierter bzw. einziger) Gewaltakteur verstanden, der mit der Fähigkeit, sich auf je spezifischen Territorien als einziger Gewalthaber durchzusetzen, (ent-)steht und fällt.

Federalism has played a central role in charting educational progress in many countries. With an evolving balance between centralization and decentralization, federalism is designed to promote accountability standards without tempering regional and local preferences. Federalism facilitates negotiations both vertically between the central authority and local entities as well as horizontally among diverse interests. Innovative educational practices are often validated by a few local entities prior to scaling up to the national level. Because of the division of revenue sources between central authority and decentralized entities, federalism encourages a certain degree of fiscal competition at the local and regional level. The balance of centralization and decentralization also varies across institutional and policy domains, such as the legislative framework for education, drafting of curricula, benchmarking for accountability, accreditation, teacher training, and administrative responsibilities at the primary, secondary, and tertiary levels.
