This handbook changes this by answering the following questions: How many people actually died at the Berlin Wall between 1961 and 1989? Who were these people? How did they die? How were their relatives and their friends treated after their deaths? What public and political reactions were triggered in the East and the West by these fatalities? From the violent skinhead protests of the early 1990s to the National Socialist Underground murder spree of the 2000s and the KSK (Kommando Spezialkräfte) scandal of 2020, this book traces Germany's long struggle to suppress a resurgent and ever more terroristic far-right scene. Esther Elizabeth Adaire analyses the electoral success of the AfD (Alternative für Deutschland) party in 2017, the growing presence of PEGIDA on German streets, and the anti-COVID lockdown protests led by conspiracy theorist groups such as Querdenken which have taken aback liberal onlookers for whom Germany's robust culture of Holocaust consciousness is supposed to provide a panacea against neo-Nazism. Adaire examines how, since unification, the intellectual Neue Rechte has increasingly destabilized the foundations of historical memory and lesson-learning in Germany, often doing so in the pages of mainstream conservative publications. Neo-Nazi Postmodern convincingly contends that far-right intellectuals – joined by notable left-wing apostates who brought with them an anti-establishment critique borrowed from the language of postmodernism – have since the early 1990s excused and justified an increasingly violent far-right youth scene, even becoming leaders of this scene themselves. The book therefore traces the development of today's German far-right throughout several stages, notable scandals, and the ongoing destabilization of memory and truth from unification onwards, showing how previously disparate groups such as neo-Nazis, Neue Rechte intellectuals, and political fringe parties merged over time. This far-right scene, Adaire adeptly demonstrates, has come to embody what the historian Walter Laqueur once dubbed 'Postmodern Terrorism': a mixture of cell-based terror structures, reliance on Internet technologies for organizational purposes, and the sowing of epistemic chaos via informational warfare.

First, the altered face of armed conflict in the early twenty-first century remains political in the sense that Clausewitz suggested to his readers in the early nineteenth century amid the nationalization of war and the eclipse of the old régimes of dynastic absolutist Europe. In the German Democratic Republic words and ideas mattered, both for legitimizing and criticizing the regime. No wonder, then, that the ruling SED party created a Writers Union to mold what writers publicly wrote and said. Its chief task was ideological: creating a socialist and antifascist culture. But it was also supposed to advance its members' professional interests and enable them to act as public intellectuals with a say in the direction of socialism. Many writers demanded that it pursue this second function as well, which brought it into conflict with the SED. This book explores how the union became a site for the contestation of writers' roles in GDR society with consequences well beyond the literary community. Union leaders, pressured by the SED or the secret police, usually acquiesced in enforcing regime demands, but by the 1980s many authors had adapted to the rules of the game, exploiting their union membership to insulate themselves from reprisal for their carefully worded critiques and in so doing beginning to break down limitations on public speech. The book explores how and why in the 1970s the Writers Union helped normalize relations between writers and state, yet over the course of the 1980s inadvertently aided the expansion of permissible speech, ultimately helping destabilize the East German system. Thomas W. Goldstein is Assistant Professor of History at the University of Central Missouri.

The Soldier and the Changing State is the first book to systematically explore, on a global scale, civil-military relations in democratizing and changing states. Looking at how armies supportive of democracy are built, Zoltan Barany argues that the military is the most important institution that states maintain, for without military elites who support democratic governance, democracy cannot be consolidated. Barany also demonstrates that building democratic armies is the quintessential task of newly democratizing regimes. But how do democratic armies come about? What conditions encourage or impede democratic civil-military relations? And how can the state ensure the allegiance of its soldiers? Barany examines the experiences of developing countries and the armed forces in the context of major political change in six specific settings: in the wake of war and civil war, after military and communist regimes, and following colonialism and unification/apartheid. He evaluates the army-building and democratization experiences of twenty-seven countries and explains which predemocratic settings are most conducive to creating a military that will support democracy. Highlighting important factors and suggesting which reforms can be expected to work and fail in different environments, he offers practical policy recommendations to state-builders and democratizers.
