Die derzeitig sehr unbefriedigende Verkehrssituation wird jedermann täglich verdeutlicht, der am alltäglichen Verkehrsgeschehen teilnimmt oder dadurch beeinträchtigt wird. Auch die permanenten Diskussionen um Umweltschäden und Finanzierungsprobleme vor allem im öffentlichen Verkehr (DB-, ÖPNV-Defizite, Straßengebühr, Mineralölsteuererhöhung) zeigen die Dringlichkeit einer Lösung der Verkehrsprobleme. Die Probleme sollten Anlaß sein, die Organisation der Verkehrsströme grundsätzlich zu überdenken. Bei einem Verkehrssystem handelt es sich um ein komplexes Gesamtsystem mit sehr vielen Einflußfaktoren: neben wirtschaftlichen spielen auch juristische, soziologische, biologische und physikalische Aspekte eine Rolle, die bei einer umweltgerechten Gestaltung eines Verkehrssystems Beachtung finden sollten. Die vorliegende Arbeit konzentriert sich auf den wirtschaftlichen Bereich, wobei einzel- und gesamtwirtschaftliche Problemstellungen behandelt werden. Diese fachspezifische Diskussion macht Anknüpfungspunkte und Abhängigkeiten zu anderen Wissenschaftsbereichen deutlich. Sie versucht eine Basis für eine weitergehende interdisziplinäre Auseinandersetzung zu schaffen. Besonders hervorgehoben wird die Analyse des Fahrradverkehrs, da dies ein Verkehrsträger ist, der in den Verkehrswissenschaften bisher weitgehend vernachlässigt wurde. Die Ausgangshypothese ist, daß das Fahrrad (Rad) als Verkehrsträger, der vor allem für kürzere Strecken des Personenverkehrs geeignet ist, einen erheblichen Beitrag zur Lösung der Verkehrsprobleme in Ballungsräumen leisten kann.
