This Army tactics, techniques, and procedures (ATTP) reinforces the fundamentals of mission command established in field manual (FM) 3-0, Operations; FM 5-0, The Operations Process; and FM 6-0, Mission Command. Whereas the above manuals focus on the fundamentals of mission command, this manual provides commanders and staff officers with tactics, techniques, and procedures (TTP) essential for the exercise of mission command.This is a new Army publication. It includes many of the appendices currently found in FM 5-0 and FM 6-0 that addressed the "how to" of mission command. By consolidating this material into a single publication, Army leaders now have a single reference to assist them with TTP associated with planning, preparing for, executing, and continually assessing operations. This ATTP also enables the Army to better focus the material in future editions of FMs 5-0 and 6-0 on the fundamentals of the operations process and mission command, respectively.This ATTP consist of 12 chapters and 26 annexes. It incorporates the new mission command taxonomy established in FM 3-0: - Chapter 1 provides an overview of mission command. It summarizes the new mission command taxonomy established in change 1 to FM 3-0 (2011).- Chapter 2 addresses the staff to include staff organization and the duties and responsibilities of individual staff officers. It updates FM 6-0.- Chapter 3 describes how commanders cross-functionally organize their staff into command posts and offers TTP for command post operations. It updates FM 5-0.- Chapter 4 describes the military decisionmaking process. It updates FM 5-0.- Chapter 5 addresses troop leading procedures-a framework for planning and preparing for operations used by small unit leaders. It updates FM 5-0.- Chapter 6 addresses how the commander and staff build and maintain running estimates throughout the operations process. This updates FM 5-0.- Chapter 7 provides guidelines to assist commanders and staffs to develop formal assessment plans. This updates FM 5-0.- Chapter 8 discusses rehearsal types and techniques. This updates FM 5-0.- Chapter 9 discusses liaison principles and the responsibilities of liaison officers and teams. This updates FM 6-0.- Chapter 10 provides guidance and formats for military briefings. Since 2004, the US Army has started a revolution of reorganization and doctrine development throughout its Combat, Combat Support and especially Combat Service Support "logistics" organizations, known as "Transformation." The modern means of communication have turned the world into an information fishbowl and, in terms of foreign policy and national security in post-Cold War power politics, helped transform international power politics. Information operations (IO), in which time zones are as important as national boundaries, is the use of modern technology to deliver critical information and influential content in an effort to shape perceptions, manage opinions, and control behavior. This handbook describes operational design and its interaction with joint operation planning. It is based partly on joint doctrine contained in JP 5-0 , Joint Operation Planning, and JP 2-01.3, Joint Intelligence Preparation of the Operational Environment, but it provides more details on operational design than currently exist in these publications. The handbook also highlights “best practices” derived from Service, joint, and multinational operations and joint exercises. The term operational reach, an element of operational design, is new to U.S. Army doctrine. Operational reach is not found in the previous edition of the Army's basic operational doctrine, Field Manual (FM) 100-5, Operations, published in June 1993. However, the term was recently included in the latest edition published in June 2001, now labeled FM 3-0. The term is also new to joint doctrine, first added in the 1995 addition of Joint Publication (JP) 3-0, Doctrine for Joint Operations, under the facets of operational art. Thus, because of the introduction of this new doctrinal term, most Army operational planners may not completely grasp the concept of operational reach and why it is important. Consequently, there is a need to provide a book that fully explains and explores the implications of operational reach. Since doctrine is the source of common understanding, the primary purpose of this study is to determine if current U.S. Army doctrine on operational reach is adequate. In order to accomplish this task, joint doctrine, military theory and history case studies will serve as an analytical framework for examining the concept of operational reach. The research revealed that current Army doctrine on operational reach is inadequate. One of the characteristics of sound doctrine found in TRADOC Regulation 25-36 is "Concise doctrine provides a comprehensive body of thought..." However, the analysis of joint doctrine, military theory, and history provides numerous concepts not included in the Army's current operational manual, FM 3-0. Furthermore, TRADOC Regulation 25-36 also states "Flexible doctrine gives soldiers, leaders, and organizations the leeway to adapt to many different, or changing, circumstances." This passage usually means doctrine should not be overly prescriptive, restricting initiative and innovation. However, to be flexible and adapt to many different, or changing, circumstances, Army planners must have a doctrine that provides more than just a short reference. While doctrine should not have to address every technique, the doctrine on operational reach is clearly lacking the needed breadth to make it adequate. The Army must change doctrine on operational reach. The study discovered that doctrine on operational reach must include the idea of a definitive limit to the decisive employment of military force in every operation. Exceeding this limit will either force an operational pause or lead to culmination. Additionally, the Army must include more concepts on extending operational reach than are currently considered. This will make the doctrine far more comprehensive and flexible.
