The Problem of the State provides a new perspective on what the social and political sciences can contribute to understandings of the state and the ambivalent place it occupies in our collective affairs. Distinguishing two broad conceptual and methodological approaches to addressing the problem of how to study the state empirically rather than theoretically - the constitutionalist and constructionist positions – the author reviews the grounds and limits of both to reveal their common assumption: that it is up to the social and political sciences to define what the problem of the state is. Building on insights from Marx, Wittgenstein and Ethnomethodology, this book frees the study of the state from the limiting assumptions of common approaches and advocates a return of the problem to its proper environment, in social and political practice.

Most social science studies of local organizations tend to focus on "civil society" associations, voluntary associations independent from state control, whereas government-sponsored organizations tend to be theorized in totalitarian terms as "mass organizations" or manifestations of state corporatism. Roots of the State examines neighborhood associations in Beijing and Taipei that occupy a unique space that exists between these concepts. Benjamin L. Read views the work of the neighborhood associations he studies as a form of "administrative grassroots engagement." States sponsor networks of organizations at the most local of levels, and the networks facilitate governance and policing by building personal relationships with members of society. Association leaders serve as the state's designated liaisons within the neighborhood and perform administrative duties covering a wide range of government programs, from welfare to political surveillance. These partly state-controlled entities also provide a range of services to their constituents. Neighborhood associations, as institutions initially created to control societies, may underpin a repressive regime such as China's, but they also can evolve to empower societies, as in Taiwan. The United States routinely has one of the lowest voter turnout rates of any developed democracy in the world. That rate is also among the most internally diverse, since the federal structure allows state-level variations in voting institutions that have had—and continue to have—sizable local effects. But are expansive institutional efforts like mail-in registration, longer poll hours, and “no-excuse” absentee voting uniformly effective in improving voter turnout across states? With How the States Shaped the Nation, Melanie Jean Springer places contemporary reforms in historical context and systematically explores how state electoral institutions have been instrumental in shaping voting behavior throughout the twentieth century. Although reformers often assume that more convenient voting procedures will produce equivalent effects wherever they are implemented, Springer reveals that this is not the case. In fact, convenience-voting methods have had almost no effect in the southern states where turnout rates are lowest. In contrast, the adverse effects associated with restrictive institutions like poll taxes and literacy tests have been persistent and dramatic. Ultimately, Springer argues, no single institutional fix will uniformly resolve problems of low or unequal participation. If we want to reliably increase national voter turnout rates, we must explore how states’ voting histories differ and better understand the role of political and geographical context in shaping institutional effects.
