Whether childcare is seen as part of society's educational policy, welfare policy, or employment policy affects not only its form and content but also its public image. The contributors in this volume use current polices for the care of infants and preschool children to analyze debates and track the emergence of new state welfare practices across a variety of social and political configurations-and offer some conclusions about which methods work the best.

How we raise young children is one of today's most highly personalized and sharply politicized issues, in part because each of us can claim some level of "expertise." The debate has intensified as discoveries about our development-in the womb and in the first months and years-have reached the popular media. How can we use our burgeoning knowledge to assure the well-being of all young children, for their own sake as well as for the sake of our nation? Drawing from new findings, this book presents important conclusions about nature-versus-nurture, the impact of being born into a working family, the effect of politics on programs for children, the costs and benefits of intervention, and other issues. The committee issues a series of challenges to decision makers regarding the quality of child care, issues of racial and ethnic diversity, the integration of children's cognitive and emotional development, and more. Authoritative yet accessible, From Neurons to Neighborhoods presents the evidence about "brain wiring" and how kids learn to speak, think, and regulate their behavior. It examines the effect of the climate-family, child care, community-within which the child grows.

"Working mothers are common in the United States. In over half of all two-parent families, both parents work, and women's paychecks on average make up 35 percent of their families' incomes. Most of these families yearn for available and affordable child care--but although most developed countries offer state-funded child care, it remains scarce in the United States. And even in prosperous times, child care is rarely a priority for U.S. policy makers. In In Our Hands: The Struggle for U.S. Child Care Policy, Elizabeth Palley and Corey S. Shdaimah explore the reasons behind the relative paucity of U.S. child care and child care support. Why, they ask, are policy makers unable to convert widespread need into a feasible political agenda? They examine the history of child care advocacy and legislation in the United States, from the Child Care Development Act of the 1970s that was vetoed by Nixon through the Obama administration's Child Care Development Block Grant. The book includes data from interviews with 23 prominent child care and early education advocates and researchers who have spent their careers seeking expansion of child care policy and funding and an examination of the legislative debates around key child care bills of the last half-century. Palley and Shdaimah analyze the special interest and niche groups that have formed around existing policy, arguing that such groups limit the possibility for debate around U.S. child care policy. Ultimately, they conclude, we do not need to make minor changes to our existing policies. We need a revolution"--

This book discusses state child care and early childhood education policies, particularly their relationship to the economy. It provides a framework for policymakers who are deliberating child care and early childhood education policies; outlines the range of recent state legislation; describes initiatives of Massachusetts and Washington; and suggests ways of integrating child care and early childhood education policy approaches on the state level. State child care policies have been implemented for the purposes of reducing the cost of child care; contributing to the expansion, accessibility, and quality of child care; and providing support to parents in education and training programs. State funding of early childhood education has grown considerably over the past decade. But in most cases, state implementation of early childhood education programs is limited in scope and takes the form of half-day programs. State early childhood education programs seldom provide comprehensive services. Recently enacted state legislation illustrates an emerging trend toward expanded services. State policymakers are considering potential benefits of expanding child care and early childhood education policies under a comprehensive approach to a state's economy. Two tables provide state-by-state information on regulation of child care centers and family day care. Citations number 88. (RH)

From Welfare To Childcare written by Natasha Cabrera and has been published by Psychology Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-04-15 with Psychology categories.

Although federal and state support for childcare has increased dramatically in response to welfare work requirements, low-income families are still facing difficulties balancing work and family obligations. There is wide variation across states in the strictness of welfare work requirements and in the generosity of childcare support. In addition, the level of co-payments required and the flexibility to use subsidies for informal modes of childcare differ across states, leading families to make different childcare and employment choices. The purpose of From Welfare to Childcare is first to describe what changes occurred in childcare following the 1996 welfare reform legislation, and then to analyze how federal welfare and subsidy policies influence the availability, accessibility, and quality of childcare arrangements for single mothers with young children. National in scope, it focuses on how the reforms influence the way that children are cared for when their mothers leave welfare and enter the workforce. This book is suitable for national, state, and local policymakers, non-profit organizations that study and attempt to influence public policy, and scholars interested in family and social policy issues. It can be used as a text in graduate level courses on welfare, poverty, and children and public policy.
