Heritage Politics in China: The Power of the Past studies the impact of heritage policies and discourses on the Chinese state and Chinese society. It sheds light on the way Chinese heritage policies have transformed the narratives and cultural practices of the past to serve the interests of the present. As well as reinforcing a collective social identity, heritage in China has served as an instrument of governance and regulation at home and a tool to generate soft power abroad. Drawing on a critical analysis of heritage policies and laws, empirical case studies and interviews with policymakers, practitioners, and local communities, the authors off er a comprehensive perspective on the role that cultural heritage plays in Chinese politics and policy. They argue that heritage-making appropriates international, national, and local values, thereby transforming it into a public good suitable for commercial exploitation. By framing heritage as a site of cooperation, contestation, and negotiation, this book contributes to our understanding of the complex nature of heritage in the rapidly shifting landscape of contemporary China. Heritage Politics in China: The Power of the Past is essential reading for academics, researchers and students in the fi elds of heritage studies, cultural studies, Asian studies, anthropology, tourism and politics.

This book covers Singapore's key arts policies and art institutions which have shaped the cultural landscape of the country from the 1950s to the present. The scholars and experts in this volume critically assess arts policies and arts institutions to collectively provide an overview of how arts and culture have been deployed by the state. The chapters are arranged chronologically to cover milestone events from the forging of 'Malayan culture'; the government's 'anti-yellow culture' campaign; the use of 'culture' for tourism; the setting up of the Advisory Council on Arts and Culture, the Renaissance City Report, the setting up of the School of the Arts, and others. Putting to rest the notion that Singapore is a 'cultural desert', this volume is valuable reading for students of cultural policy, policy makers who seek an understanding of Singapore's cultural trajectory, and for international readers interested in Singapore's arts and cultural policy.

The demise and rebirth of states brings with it a set of very complicated legal issues, among which is the question of how to deal with that state's cultural heritage, whether within its boundaries or not. Through a historical analysis of state dissolution and succession and its impact on cultural heritage from 1815 to present day, the work will identify guiding principles to facilitate the conclusion of agreements on the status of cultural property following the succession of states. Studying primary materials and evidence of state practice that has not been available before, the work will propose a novel approach to state succession from the perspective of the emerging interest of the international community to safeguard cultural heritage. State succession is one of the most obscure areas of international law since its rules are characterized either by their absence or their inconsistency. This book explores to what extent the principles and practice of state succession correspond to the evolution of the concept of cultural heritage in international law. It provides an extensive analysis of the alternations of the international practice and legal doctrine of state succession to tangible cultural heritage since the formation of the European nation-states in the nineteenth century - through the experience of decolonization to the post-Cold War dissolution of multinational states. The book has been awarded Prize of the Professor Manfred Lachs Foundation and Kozminski University in Warsaw for the best monograph in public international law published by a Polish author in 2015, in the category of debuts. On 24 November 2016, the book State Succession in Cultural Property by Andrzej Jakubowski was awarded the Prize of the Professor Manfred Lachs Foundation and Kozminski University in Warsaw for the best monograph in public international law published by a Polish author in 2015, in the category of debuts.

What happens when UNESCO heritage conventions are ratified by a state? How do UNESCO’s global efforts interact with preexisting local, regional and state efforts to conserve or promote culture? What new institutions emerge to address the mandate? The contributors to this volume focus on the work of translation and interpretation that ensues once heritage conventions are ratified and implemented. With seventeen case studies from Europe, Africa, the Caribbean and China, the volume provides comparative evidence for the divergent heritage regimes generated in states that differ in history and political organization. The cases illustrate how UNESCO’s aspiration to honor and celebrate cultural diversity diversifies itself. The very effort to adopt a global heritage regime forces myriad adaptations to particular state and interstate modalities of building and managing heritage.

The book focuses on international cultural relations dealing with cultural heritage in terms of heritage diplomacy. The contributors discuss the potentials and limitations of heritage diplomacy and how it could be approached in theory, policy, and praxis. Cultural heritage is an essential element in transmitting values, establishing narratives of historical and contemporary connectivity, and creating subjective and collective identities and a feeling of belonging. During the past decade, the potential of cultural heritage for state foreign policy and in international heritage governance has attracted increasing interest among heritage scholars. This potential, however, remains under-researched in the broader spectrum of international cultural relations. This volume aims to critically explore the previous research on heritage diplomacy, develop its theoretical basis and scope, and thereby extend the discussion to new topics and themes. The articles extend the discussion of cultural heritage from its role in ‘soft power’ and foreign policy to a dialogic approach within international cultural relations. Such an approach deconstructs existing hierarchies in domestic and international power relations and understands cultural heritage as a contact zone that fosters people-to-people connectivity and cooperation based on trust. Heritage Diplomacy: Discourses, Imaginaries and Practices of Heritage and Power will appeal to upper-level students, researchers, and academics interested in Heritage Studies, Cultural Studies, Anthropology, International Relations, and Policy Studies. The chapters in this book were originally published as a special issue of The International Journal of Cultural Policy.
