"State Education Indicators with a Focus on Title I: 2003-04" is the ninth in a series of reports designed to provide: (1) consistent, reliable indicators to allow analysis of trends for each state over time; (2) high quality, comparable state data; and (3) indicator formats designed for use by a diverse audience. Since its inception, the report has provided two-page state profiles that report the same indicators for each state. This 2003-04 report reflects the second year of the implementation of the "No Child Left Behind Act of 2001." The state profiles in this report contain key indicators for K-12 public education. They focus on the status of each indicator as of the 2003-04 school year, and many indicators also include data for a baseline year for the purpose of analyzing trends over time. The sources section at the end of the publication provides more detailed information and explanations for the indicators. The indicators in each state profile are organized into seven categories: (1) Districts and Schools; (2) Finances; (3) Students; (4) Staff; (5) Outcomes; (6) Statewide Accountability Information; and (7) Student Achievement 2003-04. In addition to providing individual state profiles, this report also includes three tables that provide national summary information. Appended are: (1) Sources; (2) State definitions of proficient; and (3) National Assessment for Educational Progress--Definitions and Further Information. (Contains 4 tables.) Nearly all the states produce one or more accountability or indicator reports containing data reported at one or more levels of the education system as well as data from other sources. To inform discussion about what data are useful and appropriate to report, comparisons were made of state accountability and indicator reports. A list of 74 indicators was prepared that reflected indicators commonly used in 25 national and international indicator reports. Over 100 reports from 45 states, the District of Columbia, and the Department of Defense Dependents Schools were reviewed. Of the 47 states, 37 reported data on average subject area proficiencies by 1 or more grade levels, 33 states reported information about graduation rates, and 37 states reported dropout rates. Also frequently reported are financial data about per pupil expenditures and expenditures by function. This report does not vouch for the quality of any data reported. A major conclusion from this study is that indicators that appear to be the same on the surface, and even have the same name, can, in fact, be very different and can answer different questions. It is a good idea for a state or district that wants to establish indicators to review current practices in schools and districts before determining what indicators to collect and report. The report disaggregates student achievement data so that attention can be focused not only on the average student, but on students in high poverty schools, migrant students, and students with limited English proficiency. Indicators in each state profile are organized into these categories: (1) school and teacher demographics; (2) student demographics; (3) statewide accountability information; and (4) student achievement. Information is also provided for Title I programs in each state. Statewide totals for numbers of students in public elementary and secondary schools are reported for 2 years, the most recent year for which data are available and the baseline year closest to 1990 for which there are data. Indicators are reported for each state, the District of Columbia, and the entire United States.
