Failed or weak states, miscarried democratizations, and economic underdevelopment characterize a large part of the world we live in. Much work has been done on these subjects over the latest decades but most of this research ignores the deep historical processes that produced the modern state, modern democracy and the modern market economy in the first place. This book elucidates the roots of these developments. The book discusses why China was surpassed by Europeans in spite of its early development of advanced economic markets and a meritocratic state. It also hones in on the relationship between geopolitical pressure and state formation and on the European conditions that – from the Middle Ages onwards – facilitated the development of the modern state, modern democracy, and the modern market economy. Finally, the book discusses why some countries have been able to follow the European lead in the latest generations whereas other countries have not. This edited volume represents the latest research on intersections of war, state formation, and political economy, i.e., how conflicts have affected short- and long-run development of economies and the formation (or destruction) of states and their political economies. The contributors come from different fields of social and human sciencies, all featuring an interdisciplinary approach to the study of societal development. The types of big issues analyzed in this volume include the formation of European and non-European states in the early modern and modern period, the emergence of various forms of states and eventually modern democracies with extensive welfare states, the violent upheavals that influenced these processes, the persistence of dictatorships and non-democratic forms of government, and the arrival of total war and its consequences, especially in the context of twentieth-century world wars. One of the key themes is the dichotomy between democracies and dictatorships; namely, what were the origins of their emergence and evolution, why did some revolutions succeed and other fail, and why did democracies, on the whole, emerge victorious in the twentieth-century age of total wars? The contributions in this book are written with academic and non-academic audiences in mind, and both will find the broad themes discussed in this volume intuitive and useful.

What is the 'state' and how can we best study it? This book investigates new ways of analysing the state. The contributors argue that the state is not a fixed and definite object. Our perceptions of it are constantly changing, and differ from person to person. What is your idea of the state if you are a refugee? Or if you are living in post-aparteid South Africa? Our perceptions are formed and sustained by evolving discourses and techniques -- these come from institutions such as government, but are also made by communities and individuals. The contributors examine how state structures are viewed from the inside, by official state bodies, composed of bureaucrats and politicians; and how these state manifestations are supported, reproduced or transformed at a local level. An outline of theoretical approaches is followed by nine case studies ranging from South Africa to Peru to Norway. Sebastián Mazzuca argues that the secret of Latin America’s failure is that its states were “born weak,” in contrast to states in western Europe, North America, and Japan. State formation in post-Independence Latin America occurred in a period when capitalism, rather than war, was the key driver forging countries. In pursuing the short-term benefits of international trade, Latin American leaders created states with chronic weaknesses, notably patrimonial administrations and dysfunctional regional combinations. Mazzuca analyzes pathways leading to variations in country size and level of pacification: “port-led” state formation in Argentina and Brazil; “party-led” in Mexico, Colombia, and Uruguay; and “lord-led” in Central America, Venezuela, and Peru.

State Formation and Radical Democracy in India analyzes one of the most important cases of developmental change in the twentieth century, namely, Kerala in southern India and begs the question of whether insurgency among the marginalized poor can use formal representative democracy to create better life chances. Going back to pre-independence, colonial India, Manali Desai takes a long historical view of Kerala and compares it with the state of West Bengal, which like Kerala has been ruled by leftists but has not had the same degree of success in raising equal access to welfare, literacy, and basic subsistence. This comparison brings the role of left party formation and its mode of insertion in civil society to the fore, raising the question of what kinds of parties can effect the most substantive anti-poverty reforms within a vibrant democracy.
