Excerpt from State Policies in Public School Finance The vast increases in school expenditure revealed by Table 1 are the result of the interaction of many different factors - the rapid increase both in total and in school population, the lengthening of the legal school year, the extension and increasingly effective enforcement of compulsory education laws, the placing by the community upon the school of a larger and larger number of functions, resulting In the introduction of many new types of studies and activities. It is impossible to consider here these various factors and the part they have played in increasing school costs. We may, however, show what is perhaps the most influential of all the above factors, namely, the growth in average attendance. In like manner, the increase in the annual average expenditure per Child epitomizes the net result of the interaction of most, if not all, of the factors at work} Data bearing upon these two factors are gathered together in Table 2, which shows by 10-year periods the increase from 1870 to 1918 in (1) the number of children in average attendance, (2) the annual expenditure per child in attendance, (3) the total annual expenditure. Excerpt from State Versus Local Control of Elementary Education (Finance) Sir: All States in the Union maintain systems of public schools, and in every State support and control of schools are divided between the State and local communities county, township, district, municipality. In no two States is this division the same. In some the tendency is toward strong central State control, as in the State of New York; in some the State assumes a larger part of the burden of support, as in some of the Southern States; in others the burden of support is left almost wholly with local communities, and to these communities is intrusted the control of the schools under general State laws. The State of Massachusetts, and other New England States, as well as several of the Middle Western States, offer examples of this tendency. As expenditures for the maintenance of schools, and public interest in the results of these expenses, increase, students of education, school officers, and taxpayers desire to know what apportionment of support and control is likely to be most effective. In his study of the State vs. Local Control of Elementary Education, Dr. Theodore L.MacDowell has brought together much material which will be helpful to those interested in this question. I therefore recommend that the manuscript transmitted herewith be published as a bulletin of the Bureau of Education. We were of those who were not easily reconciled to his leaving the Washington Irving High School. It seemed as though he was the last man in the world to be harnessed to the inevitable treadmill work of a great city supervisory system. William McAndrew is a genius, first, last, and all the time. He thinks, acts, writes, speaks as a genius. He has criticised traditions mercilessly. When he lets himself loose with his pen, no one knows what he is to hit or what fragments will remain after he has hit a tradition. What could such a man do with the responsibility of leadership in a district with 100,000 children, more or less! Well, what did he do? With this query in mind we turned with keen interest and some anxiety to his first report upon the schools of Brooklyn, just published by the New York Board of Education. Imagine our delight at finding McAndrew, William McAndrew, fiercest of critics, corralling all critics of the schools in Brooklyn, taming them, harnessing them, and making them pull together like a trained team. "It takes a rogue to catch a rogue," and it evidently required a critic to tame and harness, for team work, the critics of Brooklyn. Nowhere else in professional or profane literature can there be found as valuable a summary of criticism and remedies as in this report. Excerpt from Public School Education of Atypical Children The cost Of special education is not mentioned by either of the preceding authors, and the State laws pertaining to atypical classes are discussed only casually by Wallin. Both these points are to be stressed in the present study. The Educational Finance Inquiry Commission, in making a survey of New York State in 1923, found that It was not possible, from the reports available in the State Office, to segregate the costs of various types of special work. 9 N O investigation has been found which gives any indication of the com parative costs for special education in the cities included in this study, although tabulations and comparisons of the costs of other divisions of city school systems are common procedures. Of course, a number of the larger cities have made analyses of their own costs in this field. Statistical studies of some of the atypical types have been made in recent years, but usually only one type is considered at a time rarely a comparison among the different groups Of atypical classes. Haines,10 in 1922, discussed the public-school facilities for mentally handicapped children and gave data showing the number of pupils and classes in all cities of population or over.
