Scuola e società nel Mezzogiorno, pubblicato per la prima volta nel 1963 dagli Editori Riuniti di Roma, è un libro che ha inaugurato una stagione culturale e politica decisamente nuova nella storia italiana. In esso prende forma una vera e propria teoria funzionale dell’istruzione e, in particolare, dell’istruzione meridionale che non divenne patrimonio libresco ma fu già nel suo concepirsi viva applicazione empirica, attività reale e trasformatrice dei processi educativi a cui sovrintendeva. È l’espressione di una coscienza culturale profonda e viva che si fa proposta politica e pedagogica, è la formulazione di un progetto educativo e scolastico che si fonda sulla rivalutazione storiografica e revisionistica dei fenomeni politici, culturali, sociali ed educativi verificatisi nell’Italia nell’ultimo secolo e sulle esperienze di una socializzazione dell’istruzione incentrata sulla pedagogia attiva e progressiva quale via principale per l’emancipazione del Meridione e per la democratizzazione reale della società nazionale. «Questo libro – scriveva Arturo Arcomano (Roccanova 1927 - Roma 2007) nel maggio 1962 – si compone di scritti nati sotto la spinta che veniva dall’impegno diretto nella lotta per il progresso democratico del Mezzogiorno. Non posso quindi non dedicarlo a quei contadini e a quegli operai della mia terra, con i quali ho condiviso, da giovanissima età, tutte le asprezze di una lotta che attraverso successi ed insuccessi, trepidazioni ed entusiasmi, rappresentano l’unica via per tenere viva la speranza e presente la prospettiva di un mondo migliore alla cui edificazione non eravamo estranei. La via è sempre la stessa: non certo le “buone leggi” modificheranno il corso della storia del Mezzogiorno, ma il peso e la forza delle classi popolari». In this volume an international team of scholars builds up a comprehensive analysis of the fiscal history of Europe over six centuries. It forms a fundamental starting-point for an understanding of the distinctiveness of the emerging European states, and highlights the issue of fiscal power as an essential prerequisite for the development of the modern state. The study underlines the importance of technical developments by the state, its capacity to innovate, and, however imperfect the techniques, the greater detail and sophistication of accounting practice towards the end of the period. New taxes had been developed, new wealth had been tapped, new mechanisms of enforcement had been established. In general, these developments were made in western Europe; the lack of progress in some fiscal systems, especially those in eastern Europe, is an issue of historical importance in its own right and lends particular significance to the chapters on Poland and Russia. By the eighteenth century `mountains of debt' and high debt-revenue ratios had become the norm in western Europe, yet in the east only Russia was able to adapt to the western model by 1815. The capacity of governments to borrow, and the interaction of the constraints on borrowing and the power to tax had become the real test of the fiscal powers of the `modern state' by 1800-15.
