Sejarah mencatat hubungan Kesultanan Aceh dan Turki Utsmani telah terjalin sejak abad ke 16 dan terus berlanjut hingga abad 19. Demi menggalang kekuatan, Kesultanan Aceh membangun komunikasi dengan cara mengutus perwakilannya yang ditugaskan membawa surat ke Turki Utsmani. Di antara para utusan yang mengemban tugas tersebut, Abdurrahman az-Zahir menjadi salah satu tokoh yang paling berperan dalam hubungan Aceh dan Turki di abad 19. Surat-surat diplomatik Kesultanan Aceh ke Turki Utsmani kini tersimpan di Badan Arsip Turki, Istanbul. Terdapat empat surat yang menjadi korpus utama, diantaranya adalah Petisi 63 Jamaah Haji Aceh, Surat az-Zahir pada Pemimpin Hijaz, Surat Sultan Mahmud Syah, dan Surat Dukungan Abdurrahman az-Zahir. Tulisan ini mengupas isi naskah surat-surat diplomatik Kesultanan Aceh ke Turki Utsmani pada Abad 19 melalui pendekatan kualitiatif. Dengan menggunakan pisau analisis filologi, penulis berupaya mengungkapkan status Kesultanan Aceh dalam relasinya dengan Turki Utsmani di abad 19.

In accordance with this; Kautilya's Arthashastra maintains that the state or government of a country has a vital role to play in maintaining the material status of both the nation and its people. Therefore; a significant part of the Arthashastra has to do with the science of economics. When it deals with the science of politics; the Arthashastra describes in detail the art of government in its widest sense—the maintenance of law and order as also of an efficient administrative machinery.
