"This technical paper contains a detailed examination of key elements of the Review's analytical approach. [...] The staff paper finds that the Stern Review made some important analytical advances. The Review sought to move beyond analysis based on the mean expected outcome to one that incorporates low probability, but potentially catastrophic, events at the tail of probability distributions. The Review also attempted a more comprehensive coverage of damage costs than most previous studies. The paper also finds that value judgements and ethical perspectives in key parts of the Stern Review's analysis led to estimates of future economic damages being substantially higher, and abatement costs lower, than most previous studies. Those who deny the importance of strong and urgent action on climate change essentially offer one of, or a combination of, the following arguments. First, there are those who deny the scientific link between human activities and global warming; most people, and the vast majority of scientists, would find that untenable given the weight of evidence. Second, there are those who, while accepting the science of anthropogenic climate change, argue that the human species is very adaptable and can make itself comfortable whatever the climatic consequences; given the scale of the outcomes that we now have to regard as possible or likely under business-as-usual (BAU), this must be regarded as reckless. Finally, there are those who accept the science of climate change and the likelihood that it will inflict heavy costs, but simply do not care much for what happens in the future beyond the next few decades; most would regard this as unethical. This paper deals primarily with the latter two arguments. An appendix addresses confusions and misconceptions about The Stern Review and responds to points made by critics in previous issues of this journal and elsewhere.

Launched on 30 October last year, the Stern Review on the Economics of Climate Change has received attention in academic, political, and popular circles worldwide, possibly unprecedented for a government report of its kind. The Review was set up to provide the U.K. prime minister and chancellor with a wide-ranging and comprehensive economic assessment of climate change and was led by Sir Nicholas Stern, adviser to the U.K. government on the economics of climate change and development, head of the U.K. Government Economic Service, and, amongst other things, a former chief economist for the World Bank. Now nearly 700 pages long, the Review contains a tremendous volume of analysis on all aspects of climate change economics and policy, including the consequences of business-as-usual greenhouse gas (GHG) emissions, as well as the costs, benefits, and design of policies to reduce these emissions and adapt to climate change that cannot be avoided. It has become best known for the conclusion that, unabated, climate change could eventually have impacts on global economic growth and human development on a scale comparable to the great wars and economic depression of the twentieth century. The Report also found that these impacts can still largely be avoided by a decisive shift away from production of GHGs, a shift which can be achieved with far less cost than we will incur if nothing is done.
