This book examines the extent to which international organizations have shaped reforms in education and training in federalist countries with regards to policy convergence. In advanced democracies, international organizations have become increasingly influential in government activity. This also applies to policy fields that have traditionally been nearly exclusively regulated by the nation-state. How strong is their influence in policy fields like education where they rely on purely soft governance to stimulate national policies? From a political science perspective, three major initiatives are analyzed: the OECD’s PISA study, the European Bologna process and the European Union’s Copenhagen process. Throughout the world, people understand the meaning of 'apprenticeship'. As a model of learning and skill formation, apprenticeship has adapted over the years to reflect changes in work, in technology, and in the types of knowledge that underpin occupational expertise. This book explores the contemporary state of apprenticeship in Europe, the United States, Canada, and Ghana. Am ehesten würde man die Herausbildung internationaler Bildungsstrukturen für die berufliche Bildung erwarten als eine Reaktion auf die Internationalisierung der Weltwirtschaft. Es überrascht daher sehr, dass sich zwar in der allgemeinen und hochschulischen Bildung internationale Strukturen entwickelt haben, nicht jedoch in der beruflichen Bildung. Diese gleicht eher einem bunten Flickenteppich, bei dem die Flicken nicht zueinanderpassen und sich in ihrer Qualität so sehr unterscheiden, dass nur wenige ins Auge fallen. Das duale Berufsbildungssystem in Deutschland gilt als Musterbeispiel für die Berufsausbildung. Schaut man jedoch genauer hin und analysiert die als dringend eingestuften Reforminitiativen der letzten 50 Jahre, dann treten nicht nur markante Schwächen der deutschen Variante des dualen Berufsbildungssystems hervor, sondern auch die Ursachen, warum die vielen Reforminitiativen gescheitert sind. Einen Hoffnungsschimmer gibt es: Mit dem vom I:BB (Universität Bremen) entwickelten internationalen Forschungsnetzwerk COMET (Competence Measurement and Development) könnte es gelingen, die Leitidee der modernen Berufsbildung Gestaltungskompetenz international zu implementieren.
