This White Paper, entitled "Creating growth, cutting carbon: making sustainable local transport happen", sets out the Government's aims in meeting two key objectives: (i) to help create growth in the economy; (ii) tackling climate change by cutting carbon emissions. Action at the local level is seen as delivering gains at the national level. For example, around every three trips made by car are less than 5 miles in length, and it could be argued many such trips could alternatively be cycled, walked or undertaken by public transport. The Government sees the encouragement of sustainable travel choices benefiting the economy, cutting carbon and contributing to road safety and public health. The new Local Sustainable Transport Fund aims to help local authorities to encourage people to travel sustainably. The publication is divided into nine chapters with one annex, and looks at the following areas: local transport - choices and implications; decentralising power - enabling local delivery; enabling sustainable transport choices; active travel; making transport more attractive; managing traffic to reduce carbon and tackle congestion; local transport in society.

Hundreds of millions commute daily between home and work, relying more and more on cars and less on urban and intercity public transport. Faced with environmental concerns and the negative cultural and social effects of urban sprawl, governments and other agencies have attempted to reverse the decline in public transport use. In Making Public Transportation Work P.M. Bunting examines why problems have arisen and how they might be corrected. Bunting shows that transportation providers have failed to identify target customers and have not organized these services efficiently. He demonstrates that public transport providers must address organizational issues and define customer needs and preferences, arguing that customer needs can best be served by private, rather than public, carriers offering door-to-door (rather than station-to-station) transportation. The Transport Committee reports that extensive cuts to rural, evening and weekend bus services are damaging the ability of many people - especially the old, young or disabled - to participate in employment, education or voluntary work and to access vital services such as healthcare and retail facilities. In a review of England's bus services (outside London) after the Spending Review, the Committee warns that even deeper cuts in bus services are likely in 2012-13, as local authorities struggle to deal with budgetary reductions, and calls for the concessionary travel scheme to be preserved so that the elderly and disabled continue to enjoy free bus travel. The Committee also concludes that the concessionary fares scheme was 'discriminatory' because it did not apply to most community transport providers - usually independent charities that provide transport such as dial-a-ride bus services. It calls on the Department for Transport to monitor the extent of service cutbacks made this year and to review service provision again after BSOG (Bus Service Operator Grant) grant cuts take effect in 2012 - 13 so that it can analyse and draw conclusions about the wider costs and benefits of its policy changes to the country as a whole. The Local Government Association should identify and disseminate information about good and bad practice in the delivery of cost effective, flexible services including community transport and/or area-based transport integration. And local authorities and commercial operators must consult more widely where services are being changed
