Pochi sostantivi hanno avuto una diffusione e un successo comparabili a quelli conosciuti da “strategia”. Tanto che il termine è oramai utilizzato nei più diversi ambiti dell’azione, interazione e progettazione, sociale e non, con esiti a volte paradossali. Tutto pare essere “strategico” e, di fatto, nel linguaggio corrente l’aggettivo indica una qualsiasi azione comunque rilevante, di vasta portata e/o lungo periodo. Nell’ambito originario di pertinenza strategia era tuttavia l’arte o scienza della preparazione e conduzione efficace della guerra, in vista del conseguimento dei suoi obbiettivi. I saggi inclusi in questo volume ricostruiscono la teoria strategica in prospettive disciplinari diverse, tradizionali e non: politico-militare, economica, semiotica, psicologica, della comunicazione. Eppure la forza militare, la posizione e le risorse non erano neppure lontanamente paragonabili a quelle di Roma. Come è stato possibile? Bisanzio elaborò una strategia politica e militare efficacissima, basata su un uso estremamente moderno di quella che oggi chiameremmo "intelligence". La diplomazia dell'Impero romano d'Oriente seppe imbrigliare le forze nemiche raccogliendo dettagliati dossier e riuscendo a ottenere vantaggiose concessioni a tutti i tavoli di trattativa. Sul fronte militare, cercò di conservare la pace il più a lungo possibile: mantenne alta la tensione agendo come se la guerra fosse sempre imminente, ma scese in battaglia solo quando aveva buone possibilità di vittoria. Nella politica interna, privilegiò l'integrazione e l'assorbimento per sfruttare il patrimonio di culture, tecnologie e conoscenze che ogni popolo assoggettato portava in dote. Questo libro, seguito ideale del bestseller La grande strategia dell'Impero romano, è il frutto di quasi trent'anni di ricerche. Edward Luttwak ha viaggiato, indagato, consultato testi un tempo inaccessibili per rintracciare i segni di quel "codice operativo" non scritto che permise a Costantinopoli di diventare la capitale dell'impero più longevo della storia.
