Defence Planning as Strategic Fact provides and elaborates on an "upstream" focus on the variegated organizational, political and conceptual practices of military, civilian administrative and political leaderships involved in defence planning, offering an important security and strategic studies supplement to the traditional "downstream" focus on the use of force. The book enables the reader to engage with the role of ideas in defence planning, of organizational processes and biases, path dependencies and administrative dynamics under the pressures of continuously changing domestic and international constraints. The chapters show how defence planning must be seen as a constitutive element of defence and strategic studies – that it is a strategic fact of its own which merits particular practical and scholarly attention. As defence planning creates the conditions behind every peace upheld or broken and every war won or lost, Defence Planning as Strategic Fact will be of great use to scholars of defence studies, strategic studies, and military studies. This book was originally published as a special issue of Defence Studies.

Strategic Horizons written by Steven Metz and has been published by DIANE Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 1997 with Developing countries categories.

Year ago the Chief of Staff of the Army initiated the Army After Next Project (AANP) as a means of stimulating constructive thinking about the Army's future throughout the service. AANP has quickly developed into a primary vehicle for long-range planning. Under the leadership of the Training and Doctrine Command (TRADOC), the AANP has conducted an ambitious program of studies, symposia and workshops, culminating in a Winter War Game and Senior Seminar held at Carlisle, January 27-February 6, 1997. A key line of initial inquiry for us has been to forecast the nature of the future security environment in which the Army will operate. That is the task Dr. Steven Metz set for himself in this monograph. In the pages that follow he propounds "currents of change" that will determine the future and sketches a series of plausible future security systems. Each system is characterized by the forms of conflict that will dominate it, the major strategic issues the United States might face, and the resulting military implications. While Dr. Metz's analysis leads to observations certain to be controversial, he illustrates quite clearly the primacy that environmental context will have in shaping our national security outlook and military strategy. Thus, Dr. Metz's observations on trends and systems warrant careful consideration as national policymakers and the Army's leaders build the military force of the future.

This edited volume explores and analyses strategic thinking, military reform and adaptation in an era of Asian growth, European austerity and US rebalancing. A significant shift in policy, strategy and military affairs is underway in both Asia and Europe, with the former gaining increasing prominence in the domain of global security. At the same time, the world’s powers are now faced with an array of diverse challenges. The resurgence of great power politics in both Europe and Asia, along with the long term threats of terrorism, piracy and sustained geopolitical instability has placed great strain on militaries and security institutions operating with constrained budgets and wary public support. The volume covers a wide range of case studies, including the transformation of China’s military in the 21st century, the internal and external challenges facing India, Russia’s military modernization program and the USA’s reassessment of its strategic interests. In doing so, the book provides the reader with the opportunity to conceptualize how strategic thinking, military reform, operational adaptation and technological integration have interacted with the challenges outlined above. With contributions by leading scholars and practitioners from Europe and Asia, this book provides a valuable contribution to the understanding of strategic and operational thinking and adjustment across the world. This book will be of much interest to students of military and strategic studies, security studies, defence studies, Asian politics, Russian politics, US foreign policy and IR in general.

Defence Planning And Uncertainty written by Stephan Frühling and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-04-24 with Social Science categories.

How can countries decide what kind of military forces they need, if threats are uncertain and history is full of strategic surprises? This is a question that is more pertinent than ever, as countries across the Asia-Pacific are faced with the military and economic rise of China. Uncertainty is inherent in defence planning, but different types of uncertainty mean that countries need to approach decisions about military force structure in different ways. This book examines four different basic frameworks for defence planning, and demonstrates how states can make decisions coherently about the structure and posture of their defence forces despite strategic uncertainty. It draws on case studies from the United States, Australian and New Zealand, each of which developed key concepts for their particular circumstances and risk perception in Asia. Success as well as failure in developing coherent defence planning frameworks holds lessons for the United States and other countries as they consider how best to structure their military forces for the uncertain challenges of the future.

The current process of military transformation will enable the Armed Forces to do better what they already do superbly well. It is important to excel at decisive maneuver and in the application of precise, yet overwhelming firepower. But those attributes, though key in warfare against regular enemies, tend to be less valuable in conflict with irregulars. In war after war, the United States has been surprised by the poor political reward it has earned for its military effort. The IT-led transformation will do nothing to help correct the persisting American difficulty in functioning strategically and politically in its conduct of war. The author develops a cumulative seven-point argument.

This volume deals with the early years of the United States Air Force's effort to build and maintain a strategic striking force, for 1945 through 1953. It discusses the period of reorganization in national defense in the years after the end of the Second World War, as Army Defense Forces dealt with the questions of structure, doctrine, strategy, atomic weapons, and technology. Crucial decisions were made at the end of 1947 and that beginning of 1948, but fiscal austerity limited the new United States Air Force in implementing those decisions. The war in Korea triggered and expansion of the armed forces that culminated in a new look of the Eisenhower administration and emphasized nuclear air power as the foundation of a national strategy of containment and deterrence.
