Strategic mobility is crucial to our capability to provide a credible conventional deterrent to infringements on our worldwide interests. It is the key to a major element of our defense policy -- the firm commitment to timely deployment of combat forces and suporting equipment to Europe to counter a Warsaw Pact threat against the North Atlantic Treaty Organization. The inability of planners to count on clear-cut and unambiguous indications of Warsaw Pact preparations for attack compound the already serious problems of resupply and reinforcement in the NATO arena. This is a discussion of our defense transportation system that current capabilities and organizations may not be sufficient to meet likely strategic deployment requirements for either long or short war senarios. Future conflicts may well involve an increase in the tempo of warfare, with resulting increases in the consumption of war-fighting materials, placing even greater demands on the transportation resources that make up the strategic mobility capability.

Strategic mobility is a phrase often used in today's military jargon. In fact, strategic mobility is an integral part of the military strategy supporting the national security interests of the United States. When most military personnel think of strategic mobility, they usually define the concept in terms of air lift and sealift capability. The Secretary of Defense in his 1990 Joint Military Net Assessment to the U.S. Congress refers to strategic mobility as a strategic lift triad of airlift, sealift, and prepositioning. Certainly these three aspects of strategic mobility are crucial to a viable force projection capability. This paper focuses on what I believe are the two key concepts that most accurately describe strategic mobility--readiness and sustainability. Two cases studies are developed to serve as points of reference in explaining how readiness and sustainability combine to form strategic mobility. The first case study describes how the United Kingdom projected a military force to the South Atlantic in response to the Falkland Islands' crisis in 1982. The second case study depicts the United States' military deployment to Saudi Arabia following the Iraqi invasion of Kuwait in August 1990. Following the case studies, an analysis of strategic mobility is presented.

Because strategic mobility issues are complex, analysts must be supported by large computer models, which are used to evaluate some aspect of transporting combat and support forces from the United States to a combat theater and sustaining them there. Currently, however, organizations often have difficulty understanding the models and using them to support their analysis objectives. This study was designed to assist the Logistics Directorate of the Joint Staff to understand and improve the capabilities of the major computerized models and databases used for analyzing strategic mobility questions, evaluate the attributes and limitations of the major existing models, and determine whether another computer model would serve the directorate's needs better than the current model. The study concentrated on resource planning, which is typically long-range force planning and programming. The analysis indicates that the strategic mobility models examined--MIDAS, RAPIDSIM, TFE, FLOGEN, and SEACOP--share the following shortcomings: they all work in one direction only; they have limited credibility outside the organizations that use them; they do not sufficiently recognize uncertainty; they have narrow, rigid objective functions; and their output measures do not adequately serve analysts' needs.

"The expectation is clear. Anytime and anywhere United States interests are threatened, or an application of national power is desired, the United States military can get there in force to achieve strategic effects, and fast...or so the thinking goes. But rapid and persistent strategic mobility is not an American birthright, even if reliance on it over the last 35 years has increasingly assumed as much. Exemplified by deployment to the Persian Gulf War and catalyzed following the Cold War, the capabilities of airlift, sealift, and pre-positioning proved vital elements of U.S. national power projection across the competition continuum. Still, focusing on capabilities alone cannot tell the whole story. Instead, re-orienting the understanding of strategic mobility systemically on creating or exploiting access provides the ways for strategic mobility to generate vital strategic effects. Unfortunately, decision-makers lack a framework for properly thinking in this way. Throughout history, transportation technologies that increased the capacity, range, and speed of transportation have affected strategic mobility, but not through capability alone. Instead, an interdependent system of strategic mobility exists to create or exploit opportunities for access to enable strategic effects. As a "decisive decade" unfolds, and technological capability and the geopolitical context change, assumptions about access must be re-examined and centered adequately in grand and military strategy formulation and planning with a proper understanding of the strategic mobility system. Future technologies will disrupt current assumptions, such as reusable rockets that deliver terrestrial cargo anywhere on Earth in minutes and autonomous vehicles that negate risk to human life. Therefore, now more than ever, strategic mobility capabilities must be considered in light of the systemic interactions among capability, administration, and strategy. Access theory is a vital first step to developing a new and necessary theoretical framework to build such understanding."--Abstract.
