The applications of modeling methods and the need for new approaches to environmental planning are important themes of this volume. The first group of papers describes work in Energy Economy and Energy Market Models. The models used in this section are WATEMS, IDES, PILOT, Nash and full quadratic CIREM. Topics studied are construction and maintenance, demand and supply, technological changes, petroleum reserves, and inter-utility transmissions. The second section deals with drinking water systems, reliability of water supply systems, contaminated groundwater cleanup, groundwater quality models, and water resource planning. The next group of papers, various studies performed at Battelle Laboratory, include the impact of air pollution on forests, the use of the personal computer in energy analysis, and residential energy conservation. The theme of the fourth group of papers is Electric Power Models. The studies presented here include residential energy demand models, production cost of electricity, and energy dispatch. While it is conceptually easier to accept the notion of integrating environmental and social issues into energy sector planning, it is difficult to accomplish such tasks as there is a lack of clear understanding and comprehensive tools or techniques are not available. The guidelines contain a step by step approach to develop long-term policies based on a shared vision, strategy, programme of action, implementation of the programme, monitoring and evaluation.

As the Seneca Nation of Indians (SNI) continues to refine and finalize its Strategic Energy Plan, it became necessary to insure that a sustainable organization structure was developed through which the energy program and its initiatives could be nurtured and managed. To that end, SNI undertook a study to thoroughly evaluate the existing organizational structures and assess the requisite changes and/or additions to that framework that would complement the mission of the Strategic Plan. The goal of this study was to analyze, work with staff and leadership and recommend the most effective plan for the development of an organizational framework within which the Seneca could more effectively exercise energy sovereignty - control and manage their natural resource assets - i.e. develop its own energy resources, meet the current and projected energy needs of their community, and "sit at the table" with other regional energy providers to deal with issues on a peer-to-peer basis.
