Trade policy has been a popular field of economists' interests since Brander and Spencer works were published in 1985. In the presence of strengthening competition on international markets, many governments are interested in supporting their chosen industries. The most profitable support is connected with oligopolistic markets. If a domestic firm is a part of an international oligopoly and receives any kind of support from its own government, it competes successfully on the market. Due to the public financing (or any other external funding), the firm may reduce its costs or any other expenditures and increase profits. Pivotal issue to emphasize is that concurrently with the improvement of the situation of a particular firm, there is no significant increase of the price of product, but there is a substantial improvement in terms of the national welfare. Many economists pointed out the role of government's subsidies regarding the strategic trade policy in case of the international oligopolies. This paper presents some theoretical background for consideration of profitability of subsidies and their justification on the oligopolistic market. It concerns two models: Branders (1995) - third market model with export production subsidies and Bagwell and Staiger (1994), who refer to the R&D subsidies. Because of WTO restrictions concerning direct export subsidies, many of the theoretical models refer to the R&D subsidies, which are not banned. The main purpose of this paper is to show theoretical assumptions of a motivation for implementing subsidies for domestic firm being a part of an international oligopoly. I will present figures showing the level of the R&D subsidisation in the EU-countries as well as in the countries joining the European Union in the next future. On the basis of some empirical data I will prove the thesis that government activity in the field of export support would help in achieving a dominant position on the international oligopoly and ameliorate the economic situation of the country because of the export trigger and national welfare improvement.

New theories of international trade suggest that pro- tectionism can make sense. This finding depends on the in- troduction of market power and increasing returns to scale into the international trade theory. The enormous political implications of this hypothesis have started a large interest in applied or empirical investigations of this issue. However, econometric work in international trade is comparatively scarce, especially if it comes to testing with individual data. Therefore, this volume is considered to be a contribution to fill that gap. The volume consists of three parts: First, issues in strategic trade are discussed by means of a survey on recent contributions of the literatureand by a simulation excercise on optimal trade policy for imperfectly competitive industries. Second, a part investigating the determinants of trade flows studies the interrelationships between trade balances and exchange rates, plant size and international trade, and the revelance offirm size and market concentration for the degree of export market integration using business survey firm data. Third, there are studies on imperfect markets, innovations and learning which demonstrate the importanceof imperfect competition for international economics. All contributions provide empirical evidence for the revelance of the newly developed trade theories and demonstrate useful quantitative techniques for their investigation.

This paper reviews the literature on strategic trade policy. Strategic trade policy is defined as trade policy that conditions or alters a strategic relationship between firms, implying that strategic trade policy focuses primarily on trade policy in the presence of oligopoly. The key point is that strategic relationships between firms introduce additional motives for trade policy, over and above terms of trade and other effects that arise in all market structures. I demonstrate this general point using a simple game theoretic framework, then present the major results of strategic trade policy using two models: the 'third market' model, in which oligopolistic firms in two exporting nations export the good in question exclusively to a third country; and the 'reciprocal markets' model, in which firms in two countries compete in each others' markets. The paper makes the well-known point that slight differences in model structure can give rise to strikingly different trade policy implications, but also seeks to emphasize the robust general points that emerge from the literature.

This paper investigates a government's choice of strategic trade policy when the domestic firm observes a private noisy signal about the stochastic market demand while in competition with a rival firm. The government chooses between quantity controls and subsidies to maximize profits of the domestic firm. Assuming that firms compete a la Cournot in a third country, we show that the optimal trade policy depends not only on demand uncertainty but also on the predictability of the true market demand by the firms.
