This thesis describes research carried out to investigate and address the problems related to the elicitation of knowledge from experts and its transfer to potential stakeholders in organisations. Essentially, knowledge elicitation and transfer is understood as a process of enabling people to acquire new capabilities while others who already have such capabilities explicate the domain specific knowledge underlying their performance. Knowledge elicitation and transfer have become essential processes in an environment influenced by the rate and direction of technological change, and characterised by an increasing complexity of tasks and greater employee mobility. The starting point of this research was the implementation of a knowledge elicitation and transfer strategy based on the use of social software at Cranfield University. Failure of that software to achieve its aims raised awareness of the limitations of purely technology-based approaches to knowledge elicitation and transfer. A collaboration with a gas turbine manufacturer then provided the setting for the trial of a people-based approach to knowledge elicitation and transfer. In a literature review an endeavour was made to study and provide an overview of the main contexts in which the knowledge elicitation and transfer problems have arisen. For each of the areas identified, an overview of the advantages and limitations of the techniques that have been used was provided. The literature shows that despite its importance for organisations, there is no method which is guaranteed to achieve knowledge elicitation and transfer. This motivated the researcher to formalise, refine and validate the newly developed approach by applying it in different organisations. The research has resulted in a number of contributions to knowledge and benefits for the organisations involved. A key contribution is a development of a new method called Concepts-Modelling-Experience (CoMEx), based on collaborative modelling of domain-specific knowledge. The applications of CoMEx in the field suggest that it overcomes some of the main deficiencies of well known approaches to knowledge elicitation and knowledge transfer, and that it brings additional benefits to organisations. However, the research has identified areas where there is significant scope for further research and investigation.

"A Critical Decision Method (CDM) has been developed for knowledge elicitation. The CDM, an extension of the critical incident technique, includes protocol analysis and memory recall tasks to study cognitive performance. A set of probes is employed to trace the development of situation assessment during critical incidents, and to determine the decision strategies used. The outputs of the method include inventories of the critical cues, graphic portrayals of the situation assessment process, and categorization of the decision strategies. Thus far, the method has been used with a variety of decisions and appears especially well suited to studying cognitive performance in naturalistic settings. It also appears valuable for addressing the highly skilled decision maker, and for eliciting the analytical and perceptual bases of proficient performance. Applications have been made for training, decision support systems, and the development and evaluation of knowledge based systems." -- Abstract.

This research note discusses one important finding from decision aiding research, that people often have relevant knowledge that they do not use effectively when making a judgement or decision. Research has shown, however, that simple 'wholistic' judgements can be improved upon through an approach that breaks up or decomposes the problem into a series of sub-problems, or components, each of which can be understood more easily and judged separately. The components are the assembled according to a logically prescribed set of combination rules to yield a solution, estimate, or prediction. In the present paper, we outline how a decomposition approach may help a large consortium of expert judges to utilize their own knowledge base more effectively, in an extremely difficult and important judgement task -- (the task examined is assessment of dangerousness among people who have threatened to assassinate the President of the United States). Knowledge elicitation remains a fundamental feature of Knowledge Based Systems evolution. However, there is insufficient evidence to support the presumption that the knowledge elicitation philosophy is viable for design. Scant effort has been applied to research into techniques for design elicitation, and the nature of design is poorly considered. In particular, design tasks that involve visual design skills appear especially neglected. The scarcity of proven knowledge elicitation methods for design has not dampened the enthusiasm for "Intelligent" Computer Aided Design Systems. However, it is argued that design knowledge acquired from ad hoc, unsubstantiated and untested procedures, and knowledge that is undocumented and untested cannot be considered reliable. Indeed, it is extensively observed that a deficiency of intelligent performance exists in current ICAD systems, and the exigency for laudable design elicitation methods is prevalent Here, knowledge elicitation in design is promoted through a review of design and knowledge elicitation research literature. Design must be considered dissimilar to scientific problem solving, and the holistic nature of the task is an important characteristic. Further, the spatial, diagrammatical and drawing forms of communication, that are manifest in design, must be tackled. A method for the elicitation of design knowledge is proposed, and tested in the domain of page layout design. Computerised methods of knowledge acquisition currently lack the sophistication to expound the enigmas associated with design elicitation. It is concluded that the personal interview strategy is appropriate, in which the nature of the design task, and the visual and spatial components are equitably considered. The understanding of page layout design is demonstrated in a communicable report, and tested through an evaluation study. It is concluded that methodological principles of knowledge elicitation are appropriate to design, and a suitable method is outlined. The domain of page layout design illustrates that the techniques are successful, useful and practical.

Building an expert system involves eliciting, analyzing, and interpreting the knowledge that a human expert uses when solving problems. Expe rience has shown that this process of "knowledge acquisition" is both difficult and time consuming and is often a major bottleneck in the production of expert systems. Unfortunately, an adequate theoretical basis for knowledge acquisition has not yet been established. This re quires a classification of knowledge domains and problem-solving tasks and an improved understanding of the relationship between knowledge structures in human and machine. In the meantime, expert system builders need access to information about the techniques currently being employed and their effectiveness in different applications. The aim of this book, therefore, is to draw on the experience of AI scientists, cognitive psychologists, and knowledge engineers in discussing particular acquisition techniques and providing practical advice on their application. Each chapter provides a detailed description of a particular technique or methodology applied within a selected task domain. The relative strengths and weaknesses of the tech nique are summarized at the end of each chapter with some suggested guidelines for its use. We hope that this book will not only serve as a practical handbook for expert system builders, but also be of interest to AI and cognitive scientists who are seeking to develop a theory of knowledge acquisition for expert systems.
