Ein kurzer Überblick zur Geschichte der Stadtwerke sowie die politische und rechtliche Entwicklung der Energiewende in Deutschland dienen dabei zur Veranschaulichung der zuvor erläuterten Problemstellung. Zudem werden Einflussfaktoren der Energiewende diskutiert, die auf die Energiewirtschaft und insbesondere auf Stadtwerke mit eigener konventioneller Erzeugung von Strom und Wärme einwirken. In diesem Kontext werden Aspekte herausgearbeitet, die als Optionen für eine strategische Neuausrichtung von erzeugenden Stadtwerken dienen sollen. Die Energiewende mit ihren neuen oder geänderten Rechtsnormen wird so zu einem Teil der Lösung. Wie stellt sich die derzeitige strategische Situation der Stadtwerke, mit Blick auf die Erzeugung von Strom und Wärme, dar? Welche Möglichkeiten einer Strategieanpassung zur langfristigen Existenzsicherung der Unternehmen und der Versorgungssicherheit für die Kunden gibt es für Stadtwerke mit eigener Erzeugung unter Berücksichtigung der Energiewende? Die Energiewende stellt alle Energieversorger vor die Herausforderung, ihre jeweilige strategische Ausrichtung ändern zu müssen. Bei den kommunal geführten Stadtwerken kommt erschwerend hinzu, dass einige dieser Stadtwerke einen Ausgleich für den defizitären ÖPNV leisten müssen. Auch zeigt der liberalisierte Energiemarkt, dass ein Missverhältnis zwischen dem Börsenstrompreis und dem Verbraucherpreisindex Strom besteht. Diese und weitere Umstände führen dazu, dass Stadtwerke mit eigener Erzeugung in besonderem Maße einer Strategieanpassung bedürfen, um langfristig auf dem Energiemarkt bestehen zu können. Auch wenn die Energiewende in aller Munde ist, so wurde die Frage nach einer Strategie für Stadtwerke mit eigener Erzeugung als Reaktion auf die Energiewende noch nicht beantwortet.
