This monograph examines the history and central features of community policing and experience with this approach in the United States, Australia, Canada, Great Britain, Denmark, Finland, Norway, Sweden, Japan, and Singapore. Contemporary ideas about community policing arose from reconsideration of police strategies and practices in the 1960's and 1970's. Community policing is regarded as a strategy for improving relations between the police and the public while strengthening police effectiveness in preventing and controlling crime. The four elements of community policing are the organization of community-based crime prevention, the reorientation of patrol activities to emphasize nonemergency servicing, increased police accountability to local communities, and the decentralization of command. It thus involves major changes in the customary roles of the police. Thus, it raises concerns about the implications of thorough integration of the police into the community. In addition, the vitality of community policing may depend on social structure and be greatest in affluent, educated, middle-class communities.

The often-tenuous relationship between law enforcement and communities of color, namely African Americans, has grown increasingly strained, and the call for justice has once again ignited the demand for criminal justice reform. Rebuilding the trust between the police and the citizens that they have sworn to protect and serve requires that criminal justice practitioners and educators collaborate with elected officials and commit to an open, ongoing dialogue on the most challenging issues that remain unresolved but demand collective attention and support. Reform measures are not limited to policing policies and practices, but rather extend throughout the criminal justice system. There is no denying that the criminal justice system as we know it is flawed, but not beyond repair. Global Perspectives on Reforming the Criminal Justice System provides in-depth and current research about the criminal justice system around the world, its many inadequacies, and why it urgently needs reformation. Offering a fully fleshed outline of the current system, this book details the newest research and is incredibly important to fully understand the flaws of the criminal justice system across the globe. The goals of this book are to improve and advance the criminal justice system by addressing the glaring weaknesses within the system and discuss potential reforms including decreasing the prison population (decarceration) and improving police/community relations. Highlighting topics that include accountability, community-oriented policing, ethics, and mass incarceration, this book is ideal for law enforcement officers, trainers/educators, government officials, policymakers, correctional officers, court officials, professionals, researchers, academicians, and students in the fields of criminal justice, criminology, sociology, psychology, addictions, mental health, social work, public policy, and public administration.

Global crime, cybercrime and terrorism in new and evermore dangerous form will threaten the safety of Americans and the security of the United States in the next century. Globalized crime knows no borders; it can undermine business competition, corrode enemies, and destabilize political systems. Cybercrime can assault any country’s physical and information infrastructure. Terrorists can kill and destroy for maximum effect. In addition, increasingly sophisticated drug trafficking uses advanced information and telecommunications technologies to import and distribute illegal drugs without detection. For the first time in recent history, a Congressional Commission has set out to study the integration of widely disparate and often conflicting issues to strengthen the law enforcement fabric of the Federal Government while protecting democracy and the rights and liberties of individual citizens. The Commission saw its role as calling the Nation’s attention to the broadest concerns in national and international law enforcement. It also urges the Nation and its Federal law enforcement establishment to break down the barriers of institutional thinking and find new ways to approach the challenges of crime in the new century. Over its 2-year tenure, the Commission met more than 20 times and took verbal and sometimes written testimony from some 70 witnesses, including two members of President Clinton’s Cabinet and numerous presidential appointees. They identified that reforms are needed in six major areas: 1) To combat global crime, cybercrime, and terrorism; 2) Make it clear that the Attorney General has broad coordinating authority for Federal law enforcement, and minimize overlap and duplication 3) Provide the intelligence and information needed to combat terrorism; 4) Make global crime a national law enforcement priority; 5) Reverse the trend toward federalization; and 6)Focus on professionalism, integrity, and accountability.
