Inhaltsangabe:Einleitung: Im folgenden wird ein theoretisches Gerüst zur Regulierung natürlicher Monopole aufgebaut, mit dessen Hilfe anschließend Beschreibung, Analyse und Bewertung eines Beispiels aus der bundesdeutschen Wirtschaft durchgeführt werden soll. Ziel ist es, anhand der Elektrizitätswirtschaft als ausgewählter Branche festzustellen, inwieweit Theorie und Praxis dabei in Übereinstimmung zu bringen sind. Vorausschickend sind hierzu einige Bemerkungen zur Vorgehensweise zu machen: Es wird zunächst notwendig sein, die vielseitigen Möglichkeiten von Eingriffen in ein Gesellschafts- bzw. Wirtschaftssystem zu unterscheiden und zu definieren. Speziell in den 1970er Jahren haben sich eine Vielzahl von Ökonomen und Politikern verstärkt mit diesem Thema auseinandergesetzt. was nicht zuletzt eine große Anzahl von Definitionen, Theorien, Betrachtungsweisen sowie kritischen Diskussionen hervorgebracht hat. Regulierung trat und tritt aus den verschiedensten Gründen und in vielfältigen Formen und Ausprägungen zutage, wobei die Marktform des regulierten Marktes in diesem Zusammenhang eine entscheidende Rolle spielt. Deshalb wird in einem weiteren Schritt die Marktform des "natürlichen Monopols" näher zu betrachten sein, welche v.a. in den Versorgungs-., Verkehrs- und Telekommunikations-Sektoren ("VVT-Sektoren") vorherrschend ist. Das natürliche Monopol liefert eine der klassischen Begründungen für Regulierungsmaßnahmen, obwohl die Meinungen über Vor- und Nachteile staatlicher Eingriffe in ein Wirtschaftssystem stark auseinandergehen. So sehen es selbst Kritiker als eine der Ursachen für das Entstehen bzw. Fortbestehen regulierter Bereiche. Am Beispiel der Elektrizitätswirtschaft lassen sich dann die so gewonnenen Erkenntnisse überprüfen und bewerten zumal die Elektrizitätswirtschaft unter den leitungsgebundenen Energieversorgungssystemen die am stärksten regulierte Branche darstellt. Dabei konzentriert sich die Analyse auf die regulierenden gesetzlichen Bestimmungen, sowie deren Änderungen und Novellierungen. Die Eckpfeiler bilden das "Energiewirtschaftsgesetz" (EnWG) und das "Gesetz gegen Wettbewerbsbeschränkungen" (GWB). Bei der Untersuchung der Elektrizitätswirtschaft werden neben den gesetzlichen Rahmenbedingungen die Primärenergien und die staatliche Aufsicht ebenfalls eine wichtige Rolle spielen. Since the early 2000s, authoritarianism has risen as an increasingly powerful global phenomenon. This shift has not only social and political implications, but also environmental implications: authoritarian leaders seek to recast the relationship between society and the government in every aspect of public life, including environmental policy. When historians of technology or the environment have investigated the environmental consequences of authoritarian regimes, they have frequently argued that authoritarian regimes have been unable to produce positive environmental results or adjust successfully to global structural change, if they have shown any concern for the environment at all. Put another way, the scholarly consensus holds that authoritarian regimes on both the left and the right generally have demonstrated an anti-environmentalist bias, and when opposed by environmentalist social movements, have succeeded in silencing those voices. This book explores the theme of environmental politics and authoritarian regimes on both the right and the left. The authors argue that in instances when environmentalist policies offer the possibility of bolstering a country’s domestic (nationalist) appeal or its international prestige, authoritarian regimes can endorse and have endorsed environmental protective measures. The collection of essays analyzes environmentalist initiatives pursued by authoritarian regimes, and provides explanations for both the successes and failures of such regimes, looking at a range of case studies from a number of countries, including Brazil, China, Poland, and Zimbabwe. The volume contributes to the scholarly debate about the social and political preconditions necessary for effective environmental protection.
