This paper presents a methodology for testing, evaluation and determination of overlay thickness required for a given pavement section. The overlay design procedure presented makes use of some of the recent developments for analysis and design of asphaltic concrete overlays. The evaluation of in-service pavements includes the use of the deflection parameters developed by testing of the existing pavements with known geometry for determining the moduli of various pavement layers and the required overlay thickness. The method utilizes empirical values and VESYS structural subsystem as an integral approach complementary to each other. Six pavement sections across the State of North Carolina were selected for deflection testing. Deflection parameters were developed to characterize the deflection data from these pavement sections. In addition, VESYS structural system was used to develop nomographs for the interpretation of the measured deflection basin parameters. These nomographs were used to backcalculate the layer moduli form deflection parameters and known layer thicknesses using iterative solutions. The backcalculated layer moduli from these nomographs correspond to the climate conditions that happen to exist during the time of testing and must therefore be adjusted to other climatic conditions. A procedure for such an adjustment is also included in the design procedure. Many different methods have been developed for determining an overlay thickness. These methods can be categorized in three groups : component analysis, deflection based, and analytically based. A mechanistic procedure is described in this paper. This procedure is based on the data and findings of a previous research and has been used to evaluate in-service pavements in North Carolina using Falling Weight Deflectometer (FWD) deflection parameters. The procedure includes four major parts : (a) FWD deflection parameters and data collection, (b) back-calculation of layer moduli, (c) adjustment of layer moduli and (d) prediction of overlay thickness. The structural evaluation of flexible pavement is now carried out mostly by deflection measuring devices such as the dynaflect or Benkelman beam. The object of this investigation was to determine whether the properties of the deflected basin measured by these devices on the pavement surfaces could enable evaluation of the subgrade and/or its overlying pavement separately. The properties of the deflected basin are defined by the maximum deflection and the spreadability, which is the average deflection expressed as a percentage of the maximum deflection. A theoretical analysis showed that these properties are a function of the modulus of elasticity of the subgrade, the average modulus of elasticity of the pavement over the subgrade, and the thickness index of the overlying pavement. A general chart was developed which correlates maximum deflection and spreadability with (i) the subgrade strength, (ii) the average pavement strength, and (iii) the thickness index of the pavement. This chart was tested for structural evaluations of the subgrade and/or its overlying pavement for satellite projects in Virginia. Ten typical examples of the satellite projects are given in the report and the change in their structural behavior with time is discussed.

Because of the rapid development of hardware and software during the past decade, it is now possible to use an analytical-empirical (or mechanistic) method of structural pavement evaluation on a routine basis. One reason for using this approach is the increased need for pavement maintenance and rehabilitation. To make the right choice from many potentially feasible maintenance and rehabilitation measures, the engineer must base his decision on a rational evaluation of the mechanical properties of the materials in the existing pavement structure. One of the parameters in terms of pavement response are the deflections; these are of interest to this particular study. The Falling Weight Deflectometer (FWD) has been developed specifically for the purpose of obtaining deflection measurements in order to determine the in-situ elastic moduli. The profile of the deflection at the surface of the pavement is known as the deflection basin, because it resembles a bowl-shaped depression. The magnitude of the deflections and the basin shape are functions of the number of layers making up the pavement cross section, their thicknesses, and their moduli values. A variety of multi-layered linear elastic pavement models are available for use at this present time. A general-purpose finite-element program called ANSYS developed by Swanson Analysis System is very powerful and is capable of solving a layered system such as the pavement. A finite element model was developed to study the effect of the crack on the predicted deflection bowls. A general-purpose finite-element program was used in this study due to its ability to solve this problem and because of the availability of the program. A hypothetical crack problem was assumed and modeled in different ways. The crack depth, crack width, and distance of the crack from the loading point were among the many parameters that were investigated. Considering the shape of the deflection basin, it is very important to study the effect of the crac.

The Kansas Department of Transportation (DOT) uses the 1993 DARWin version of the 1986 AASHTO Guide to design flexible pavements and rehabilitation strategies of flexible pavements. One of the inputs needed for the flexible pavement design procedure is the structural layer coefficient for each pavement layer. The Kansas DOT procedure to assign structural layer coefficients was developed years ago and based on an analysis of flexible pavement performance data and layer properties. It has been recently suggested that the Kansas DOT increase the structural layer coefficients because of changes in material and construction specifications. Different procedures can be used to estimate the structural layer coefficients for flexible pavement design. As part of the study entitled Determination of the Appropriate Use of Pavement Surface History in the KDOT Life-Cycle Cost Analysis Process an evaluation of the procedure that Kansas DOT uses to assign structural layer coefficients to different pavement materials was completed. This report provides the results of that evaluation.
