Academic researchers believe that through participation in their Individualized Education Plan (IEP) meetings, students develop a sense of responsibility and learn self-advocacy and self-determination. Students may participate in their IEPs beginning at the elementary level (Virginia Department of Education, “I’m Determined”, 2005). Most students were unprepared and lacked the social skills necessary to participate in or lead his or her IEP meeting. Attempts to remedy the situation focus on seeking additional support from home. After reviewing the current data and research, the author perceived a need for a parent manual to help families prepare students for their IEPs. An introduction to the IEP document, contents of the IEP, a comprehensible template to complete with the child, and additional resources are all provided within the manual. More specifically, the template provided for parents to review with their child is written in laymen’s terms to help parents to better explain the IEP process and sections to their children. This manual encourages parents to become more involved in assisting their children in achieving academic success, learning personal responsibility, and developing self-advocacy and self-determination skills.

The purpose of this research project was to determine whether preparing students for leading their Individualized Education Program (IEP) meetings would increase their self-confidence and prepare students to advocate for themselves. A student-led IEP approach was researched. A workshop was provided to teach social skills and inform students of the necessary components of the IEP and the IEP meeting process. Lessons and opportunities for practice taught them to be active participants in their own IEP meetings. Students who participated in the workshop provided feedback to the researcher by responding to questionnaires and surveys. Findings indicated that following the workshop, students' confidence increased. The investigator plans to continue to support her students with special needs in the area of student-led IEPs and self-advocacy.

Students with moderate to severe disabilities who attend their Individualized Education Plan (IEP) meetings are often uninvolved spectators. Transition Education as well as current best practices in Special Education requires that IEPs be student centered. Students with moderate to severe disabilities must learn self-determination, choice making, and self-advocacy skills in order to succeed post-school. This project documents the modified process for students with severe disabilities to participate in student-led IEPs and serves as a guide to educators who work with these students. The results of using the manual and helping students participate in a student-led IEP were increased participation in the meeting, it helped students understand what was going on in the meeting, and it gave them a way to express themselves and describe what they want for their future. Abstract: This quasi-experimental study evaluated "The Foldable IEP" curriculum, which taught students with mild to moderate disabilities to self-direct their Individualized Education Program (IEP) meeting. Self-advocacy and self-determination were targeted to combat student apathy toward and passive participation in their IEPs. The Foldable IEP curriculum was taught to whole class groups over three weeks at a Title I high school in Southern California that primarily services students who are culturally and linguistically diverse. Twenty-five students with disabilities in a ninth grade Resource Specialist Program received the Foldable IEP curriculum intervention and spoke for 36.78% of their IEP meeting, while students in the comparison group spoke 2.15%. The intervention group met criteria for 'student-led' IEPs 92% of the time while the comparison group met zero. The intervention group recalled significantly more IEP knowledge and had shorter meetings, but not significantly shorter than traditional teacher-led comparison meetings. School faculty and staff were significantly more satisfied with Foldable IEP meetings.

Students with learning disabilities often experience problems associated with an inability to self-regulate their behavior to meet the social and educational demands needed to achieve success in school (Lerner, 1988). The individualized education program (IEP) of students with learning disabilities provides an opportunity to teach selfdetermination. Houck (1984) points out that the IEP addresses the unique needs and goals of students. Setting one's own goals has been shown to often result in increased personal responsibility, enhanced self-efficacy, and leads to more frequent attainment of these goals. Though numerous goals are contained in IEPs, student involvement in setting their IEP goals, even at the secondary level, is for the most part either nonexistent or passive. This study examined the effects of training students receiving special education learning support services to set goals through active participation in the development of their own IEPs across 13 students. Results showed that 12 students were able to demonstrate the behaviors needed for managing their own IEP under analogue and actual IEP meeting conditions. Grades collected for all students revealed they maintained a level of achievement following their IEP meeting that was similar to their level of achievement prior to leading their IEP meeting. The results of goal attainment scaling showed that 8 students performed near or an expected level of performance or better on goals set for academic subjects. Students did report higher self-efficacy ratings following training for IEP meeting participation. The training for IEP participation and IEP goal setting was rated by students as satisfactory, and teachers reported that student-led IEP meetings were acceptable. Limitations of this study and implications for future research are also discussed.
