In August 1995, I commissioned a one year study with the objective of assessing the effectiveness of the use of modeling and simulation (M & S) in the acquisition process. In particular, I was looking for the metrics by which the Department of Defense could ascertain the value-if any-that was returned on its investment in M & S in terms of the reduction in time, resources, and risk in weapons systems development and fielding and in terms of increase in the military utility of those systems. I also tasked the study team while gathering information to support the assessment to note technical and other challenges to realizing the postulated benefits and to report on specific M & S tools and processes being used to facilitate the acquisition of systems in the DoD and industry. This report, which documents the results of that study, provides tangible, quantitative indicators that the use of M & S can provide substantial benefit measured in time, cost, productivity, and system quality and performance. The evidence is consistent and pervasive, across both DoD and industry. I personally was impressed that the most significant return on investment was realized when M & S was used as an integrator of functions within the acquisition process, i.e., integrating design and manufacturing or linking requirements more closely to test. This leads me to believe that its real value lies as an enabler of Integrated Product and Process Development (IPPD).

The objective of this study is to formulate a set of guidelines for the application of computer simulations and models to the problem of assessing weapon system performance. Specifically, the study addresses the question: how the OT & E community can use models and simulations more effectively in evaluating weapon systems. The methodology for conducting operational testing is multidimensional; the number of variables precludes a hard set of rules for what, when, and how best to simulations. The primary audience is the decisionmaker in the Air Force and in the Office of the Secretary of Defense (OSD) who must support the development of more capable methods by which to formulate his program support decisions. This study focuses on the application of simulation techniques to the problem of assessing a weapon system's performance in its operational environment. Because of the exhaustive work that has been done in the area of simulation and modeling, the study avoids detailed discussions of simulations. Testing is a key element in the defense system acquisition process because it provides data for evaluating system development progress.

During the past decade and a half, the National Research Council, through its Committee on National Statistics, has carried out a number of studies on the application of statistical methods to improve the testing and development of defense systems. These studies were intended to provide advice to the Department of Defense (DOD), which sponsored these studies. The previous studies have been concerned with the role of statistical methods in testing and evaluation, reliability practices, software methods, combining information, and evolutionary acquisition. Industrial Methods for the Effective Testing and Development of Defense Systems is the latest in a series of studies, and unlike earlier studies, this report identifies current engineering practices that have proved successful in industrial applications for system development and testing. This report explores how developmental and operational testing, modeling and simulation, and related techniques can improve the development and performance of defense systems, particularly techniques that have been shown to be effective in industrial applications and are likely to be useful in defense system development. This thesis examines the theoretical and practical aspects of simulation based acquisition (SBA). SBA may provide the Defense acquisition community with a means to improve the acquisition process by reducing both cost and acquisition cycle time, as well as leading to better system performance. In the past, the acquisition community applied computer models and simulations in a less than optimal manner. Recent use of computer models and simulations produced encouraging resource savings. However, the acquisition community has not yet fully realized the potential benefits of applying M&S to the acquisition process. This thesis also discusses lessons learned from application of SBA to commercial ventures that may help the Department of Defense develop an integrated set of computer models and simulations to improve weapon system acquisition across functional disciplines. Finally, this thesis discusses the need for an acquisition research laboratory and proposes a SBA laboratory environment as a means of further developing and implementing SBA.

The purpose of this thesis is to analyze the application of Modeling and Simulation (M&S) within the Army Operational Test and Evaluation (OT&E) process in support of weapon systems acquisition. This thesis considers the Army's current acquisition process, M&S technologies, infrastructure, and policies that guide the Program Manager (PM) in the application of modeling and simulation in operational testing. An analysis of the potential strengths and weaknesses of M&S in addressing OT&E issues is presented. Lessons learned from past OT&E efforts are analyzed for process improvement through M&S applications. The analysis indicates that M&S is a viable tool for assisting the PM in completing OT&E. M&S techniques can assist in test design validation, expand testing in areas of limited resources and environmental concerns, and validate live testing data. From this analysis, a set of recommendations are formulated, indicating where the PM can integrate M&S into the OT&E process.
