Inhaltsangabe:Einleitung: Niedersachsens Sozialministerin Ursula von der Leyen gelte bei Wahlsieg als feste Größe in Angela Merkels Kabinett, titelt das Spiegel-Magazin im Juni 2005. Dazu ist ein Foto der 46-jährigen Ärztin, die erst seit zwei Jahren in der Landespolitik tätig ist, auf ihrem Bauernhof mit Ehemann, ihren sieben Kindern, zwei Ponys und zwei Ziegen abgebildet. Offenbar handelt es sich um eine Ausnahmeerscheinung: Von der Leyen verfolgte nicht nur Karrieren als Medizinerin und Spitzenpolitikerin, sie gründete ebenso eine Familie mit einer Vielzahl von Kindern. Ursula von der Leyen lächelt auf dem Familiengruppenbild glücklich, als ob sie wüsste, dass sie ein ‚privilegiertes Vorzeigeleben’ führt. Heutzutage drängen immer mehr Frauen in oberste Führungsetagen. Das Erreichen einer statushohen Berufsposition, wie sie Ursula von der Leyen innehat, birgt nach wie vor spezifische Hindernisse für Frauen. Denn die Vereinbarkeit von Karriere und Familienleben gestaltet sich in den meisten Teilen Europas besonders schwierig für Mütter. Im männerdominierten Wettbewerb entscheiden sich Frauen mit Karriereambitionen deshalb häufig für ein Berufsleben ohne Familiengründung. Langfristig brachte dies z.B. in Deutschland geburtenschwache Jahrgänge und ein demographisches Ungleichgewicht mit sich. Mit anderen Worten nimmt die Durchsetzung der europäischen Modernität in den gesellschaftlichen Strukturbildungen und ihren kulturellen Deutungen den Charakter unterschiedlicher Geschlechterdiskurse an. Die Europäische Union will dies verhindern: Einer Pluralisierung der Lebensstile muss eine adaptive Modernisierung der Wohlfahrtssysteme folgen. Geschlechter- und Gleichberechtigungspolitik sind daher zentrale Bestandteile des sechsten Rahmenprogramms, welches die Angleichung und Erhöhung von Lebensqualität in den Mitgliedsländern als oberstes Ziel der Staatengemeinschaft nennt. Die Lebenssituation bzw. Lebensqualität von erwerbstätigen Frauen ist bisher recht gut beschrieben, allerdings häufig aus einer objektiven, teilweise normativen, Sicht der Beobachter. Die psychosozialen Folgen einer Karriereentscheidung für die Akteure sind dabei kaum thematisiert. Die objektive Beschreibung von Lebensqualität spiegelt nicht notwendigerweise das subjektive Wohlbefinden eines Menschen wider. Gender equality has been on the agenda of national policies of higher education within and outside the European Union (EU) for the last twenty years. In some European countries, this process was initiated early on and has brought about remarkable results, while in others progress has been slower. Different countries and institutions have focussed on different strategies for raising awareness about the discrimination of women and for increasing the number of women in aca- mia, particularly in leadership positions. Previous research on gender equality in higher education has produced many case studies about programmes at institutions of higher education in Europe and elsewhere. Different actors like the European Commission and - tional organisations have also furnished reports about national policies. Building on this material, it is now time to analyse under what conditions equality p- grammes are successful. For a deeper understanding of the mechanisms of and barriers to gender equality in higher education, we also need studies that focus on the development of gender equality policies in different countries, as well as on conditions of implementation, change of strategy, and the evaluation of - sults. Comparative studies would be another useful tool for understanding the development and success of gender equality programmes.
